This is a fully remote position, open to applicants in Texas, +1 more state.

📋 Description

• Lead the compliance team and cultivate a high-performance culture centered on accuracy, accountability, and ongoing improvement.

• Supervise and resolve issues related to HUD vouchering, contract renewals, and the preparation and responses for MOR.

• Ensure prompt reviews of tenant move-in processes and annual income certifications and recertifications for LIHTC/HUD/HOME-regulated properties.

• Assist property operations by guaranteeing the correct application of LIHTC, HOME, tax-exempt bond, and other program regulations.

• Offer guidance on conflicts arising among various affordable housing programs.

• Support agency and investor file and physical reviews, including advance file assessments, deficiency reporting, documentation, and responses to monitoring findings.

• Maintain income limits, rent limits, and utility allowances while coordinating annual rent adjustments.

• Oversee or prepare HUD HAP voucher, OCAF, budget-based rent increase, management agent certification renewals, MOR, and REAC submissions.

• Ensure accurate and timely annual owner certifications in accordance with Treasury/IRS, HUD, and housing finance or credit agency requirements.

• Manage internal compliance review software and file review deadlines.

• Support Yardi Systems compliance controls for income set-asides, rents, utility allowances, and affordable program structures.

• Review, submit, and monitor first-year files for syndicator audits and QOS reports.

• Assist in compliance planning and implementation for newly acquired properties and supervise integration into compliance processes.

• Enhance staff potential through teaching, mentoring, collaboration, and assessment.

• Build relationships with clients and relevant agencies.

• Conduct and oversee both individual and group training.

• Make decisions regarding uncertain household eligibility and files, consulting the VP of Compliance Services as needed.

• Monitor regulatory agreements and special claims submissions, including approvals and denials.

• Develop and manage internal reporting controls, including monthly compliance matrices and occupancy-rule tracking.

• Communicate program changes to field personnel and ensure timely execution.

• Standardize and supervise monthly reporting to external entities.

• Complete special projects and fulfill other assigned duties.


⛳️ Requirements

• A minimum of seven years in property or real estate management is required.

• At least seven years of experience in affordable housing compliance, including management experience.

• A minimum of four years in management roles is required.

• Experience at both property and corporate levels is strongly preferred.

• A Bachelor’s Degree or equivalent industry experience is required.

• CPO or COC certification is preferred.

• HCCP or a comparable tax credit housing certification is required.

• Ability to comprehend all facets of LIHTC, HUD, and other Affordable Housing programs.

• Excellent verbal and written communication skills.

• Highly organized with a keen attention to detail.

• Ability to effectively plan and prioritize workload.

• Competence in communicating and interacting with all levels of management, the public, clients, potential clients, and outside vendors.

• Strong negotiation skills with the ability to resolve conflicts and problems effectively.

• Capability to maintain strict confidentiality and discretion.

• Ability to handle multiple tasks and meet critical deadlines while ensuring accuracy and quality.

• Background screening and drug testing are required.
