This is a fully remote position, open to applicants in United States.
• Provide regulatory and technical advice regarding the creation and execution of extended producer responsibility (EPR) initiatives.
• Ensure adherence to statutory and regulatory standards.
• Formulate policies and proposals.
• Prepare guidance for producers and maintain reporting category definitions for covered materials as per CAA’s sanctioned program plan in each state where it is the authorized PRO.
• Supervise the development and upkeep of reporting and fee categories across various states.
• Offer technical support to Producer Services, Data and Analytics, and Materials Management teams.
• Lead efforts in regulatory analysis and back national harmonization projects.
• Create and maintain material reporting categories, including definitions, examples, and reporting guidance across states.
• Keep state-specific reporting categories updated and aligned with the national reporting framework.
• Assist in the development of reporting categories for new states where CAA becomes the authorized PRO.
• Create producer guidance materials and interpretive memorandums concerning covered materials.
• Establish and document case histories for material definitions, tracking changes in interpretive guidance.
• Perform regulatory analyses of covered materials, focusing on product exemptions, exclusions, and alternative compliance pathways.
• Develop tools for conducting producer compliance reviews and evaluate product exemptions and compliance risks.
• Execute producer reporting reviews to guarantee reporting accuracy.
• Identify trends in under- or over-reporting within producer submissions.
• Offer recommendations regarding end-of-life material management and recycling design.
• Engage in industry forums and regulatory discussions on sustainable packaging design and materials management.
• Collaborate with Producer Services, Materials Services, and Data and Analytics on material reporting, regulatory interpretations, material definitions, compositional analysis, fee-setting, and eco-modulation criteria development.
• Report directly to the VP of EPR Regulatory Compliance.
• Bachelor’s degree (preferably in public policy, sustainability, environmental science, materials science, or a related field).
• A Master’s degree in a related discipline is preferred.
• A minimum of 10+ years of experience in regulatory compliance, government relations, policy analysis, or operational roles in EPR program implementation or similar fields.
• Strong understanding of the packaging regulatory environment, including labeling, transportation, and trade regulations.
• Experience in statutory and regulatory interpretation and compliance analysis.
• At least 5 years of management experience.
• Exceptional analytical and problem-solving abilities, with a knack for translating complex data into actionable insights.
• Excellent communication and stakeholder engagement capabilities.
• Detail-oriented with a strong commitment to accuracy and compliance.
• Ability to lead and collaborate effectively within cross-functional teams, including remote employees.
