This is a fully remote position, open to applicants in United States.
• Offer regulatory and technical expertise regarding the creation and execution of extended producer responsibility (EPR) programs.
• Ensure adherence to statutory and regulatory obligations.
• Formulate policies and proposals while preparing guidance for producers.
• Maintain definitions for reporting categories related to covered materials in accordance with CAA’s approved program plan across each state where it serves as the approved PRO.
• Supervise the development and upkeep of reporting and fee categories across various states.
• Provide technical assistance to Producer Services, Data and Analytics, and Materials Management teams.
• Lead efforts in regulatory analysis and support initiatives aimed at national harmonization.
• Create and sustain material reporting categories, definitions, examples, and reporting guidance across states.
• Ensure state-specific reporting categories are consistent with the national reporting framework.
• Assist in developing reporting categories for new states where CAA becomes the approved PRO.
• Create guidance materials and interpretive memorandums for producers.
• Establish and document case histories for material definitions, tracking modifications in interpretive guidance.
• Conduct regulatory analyses concerning covered materials, product exemptions, exclusions, and alternative compliance pathways.
• Develop tools for reviewing producer compliance and assess risks related to product exemptions and compliance.
• Perform reviews of producer reporting to guarantee accuracy in submissions.
• Identify trends of under- or over-reporting in producer submissions.
• Suggest best practices for managing end-of-life materials and designing for recycling.
• Engage in industry forums and regulatory discussions.
• Collaborate with Producer Services, Materials Services, and Data and Analytics on reporting, material definitions, compositional analysis, fee-setting, and eco-modulation criteria.
• Bachelor's degree (preferably in public policy, sustainability, environmental science, materials science, or a related field).
• Minimum of 10+ years of experience in regulatory compliance, government relations, policy analysis, or operational roles related to EPR program implementation or similar fields.
• In-depth knowledge of the packaging regulatory landscape, including labeling, transportation, and trade regulations.
• Proven experience with statutory and regulatory interpretation along with compliance analysis.
• At least 5 years of management experience.
• Exceptional analytical and problem-solving abilities, with a talent for converting complex data into actionable insights.
• Strong communication skills and the ability to engage stakeholders effectively.
• Detail-oriented, committed to accuracy and compliance.
• Proficient in leading and collaborating within cross-functional teams, including remote personnel.
