Data Migration – Conversion Specialist

This is a fully remote position, open to applicants in United States.

📋 Description

• Lead the comprehensive data migration from legacy federal HR systems to Oracle Fusion Cloud HCM.

• Design and sustain ETL/ELT pipelines, along with data mapping and transformation logic utilizing HDL and HSDL.

• Perform data profiling, detect anomalies, and carry out data quality assessments.

• Implement data cleansing processes to standardize values, eliminate duplicates, and ensure alignment with EHRI and eOPF standards.

• Strategize and execute mock migrations, dress rehearsals, and production cutovers across various levels of agency complexity.

• Conduct parallel payroll validation testing to guarantee zero-dollar variance.

• Generate and document migration runbooks, data dictionaries, conversion specifications, and reconciliation reports.

• Create automated validation scripts to ensure record consistency, referential integrity, and compliance.

• Collaborate with federal HR policy specialists to verify employee status, benefits eligibility, and the accuracy of personnel actions.

• Work alongside integration teams to ensure compatibility with EHRI, eOPF, payroll providers, and benefits carriers.

• Assist in data governance, issue triage, and the reporting of data quality metrics.

• Act as a technical authority and mentor; lead smaller workstreams and review technical deliverables.

⛳️ Requirements

• Capability to obtain and maintain a Public Trust clearance.

• U.S. Citizenship is mandatory.

• Bachelor’s degree with 7 years of relevant experience (or equivalent experience).

• Over 7 years of experience in data migration, data conversion, or ETL development.

• More than 5 years of practical experience with Oracle Fusion Cloud HCM, Oracle ERP Cloud, or similar platforms utilizing HDL, HSDL, or FBDI.

• Proficient SQL skills.

• Experience in large-scale data profiling and cleansing involving over 100K records.

• Familiarity with ODI, Informatica, Talend, or Python-based pipelines.

• Understanding of HR data domains such as employee master data, jobs, positions, compensation, benefits, and personnel action history.

• Experience in Agile or SAFe environments.
