Customs Enforcement Advisor

This is a fully remote position, open to applicants in United States.

📋 Description

• Offer specialized guidance on the implementation of strategic trade controls within customs, encompassing targeting and risk analysis, inspections, and the confiscation of illegal goods.

• Provide expert advice on enforcing strategic trade controls through investigations and the pursuit of administrative or criminal penalties.

• Assess proliferation risks, customs STC implementation, enforcement capabilities, and legal/regulatory frameworks.

• Create and present in-person and/or virtual training sessions along with relevant materials.

• Collaborate with partner governments to devise strategies aimed at enhancing coordination among ministries, customs authorities, industry stakeholders, and enforcement agencies.

• Compose memoranda, conceptual models, standard operating procedures, operational checklists, organizational charts, position descriptions, and strategic communication plans and products.

• Organize and lead stakeholder coordination meetings.

• Prepare comprehensive after-action reports that document findings, issues, analyses, and recommendations.

• Act as an ICITAP advisor to support strategic trade control assistance and strengthen capabilities in the East Asia Pacific region.

⛳️ Requirements

• A minimum of 10 years of experience in customs inspection and/or STC enforcement.

• Proven experience in managing complex, multi-stakeholder projects, including planning, execution, monitoring, and reporting.

• In-depth knowledge of U.S. STC policy and international frameworks relevant to export controls, cargo security, and customs enforcement.

• Experience collaborating with U.S. government agencies, international organizations, or foreign government counterparts.

• Demonstrated capability to develop and execute strategic plans and convert policy objectives into operational programs.

• Exceptional written and verbal communication skills, including the ability to create reports, briefings, and policy documents for senior audiences.

• Strong organizational skills and meticulous attention to detail, with the capacity to handle multiple priorities under tight deadlines.

• Background in delivering training, workshops, or technical assistance programs.

• Willingness to travel internationally, particularly to countries in the East Asia Pacific region.

• At least two (2) years of experience in developing and delivering STC-related customs and/or enforcement training (preferred).

• Proficiency in Spanish, Arabic, or Russian (preferred).

• Experience engaging the private sector on STC-related matters, including customs compliance, STC compliance, and enforcement (preferred).

• A minimum of three years of experience working with or mentoring foreign customs and STC enforcement personnel (preferred).

• Regional expertise or experience in East Asia and the Pacific and Latin America (preferred).

• Familiarity with international export control regimes and customs standards (preferred).

• Experience in designing and evaluating capacity-building or security assistance programs (preferred).

• Knowledge of cargo screening technologies, risk management systems, and contemporary customs practices (preferred).

• Prior experience working in or with government agencies focused on border security, trade compliance, or law enforcement (preferred).

• Proficiency in a foreign language relevant to the East Asia Pacific and Latin America region (preferred).

• Experience in coordinating inter-agency or international initiatives (preferred).

• PMP or a similar project management certification (preferred).

• Demonstrated ability to function effectively in cross-cultural settings and build robust international partnerships (preferred).
