
Consultant – Tax and Non-Tax Incentives for Mining Downstream Viability Projects

This is a fully remote position, open to applicants in United Kingdom.
• Develop an inception note that confirms the downstream stage under examination for Zambia, Brazil, and Guinea, along with a consistent incentive taxonomy, impact metrics, and time frames.
• Record tax and non-tax incentives that are received or available in each country and evaluate their significance in relation to other project factors.
• Assemble inventories of incentives derived from mining codes, tax regulations, investment and industrialization laws, and special economic zone frameworks.
• Document the legal foundation, granting authority, eligibility requirements, conditions, and administrative and monitoring structures for each incentive.
• Identify and chart actual downstream projects that are operational, under development, planned, or have been abandoned.
• Collect fiscal and economic data, including revenue loss, capital investment, employment figures, and the ratio of raw to processed mineral exports.
• Highlight data deficiencies and provide explanations on how they were resolved.
• Facilitate stakeholder consultations with relevant government ministries, revenue authorities, investment agencies, state mining companies, and private operators.
• Compose a comparative practice note featuring three country examples, a synthesis chapter, and limitations regarding comparability.
• Revise the draft based on internal IGF reviews and feedback from relevant country authorities.
• Deliver an inception note, literature review, international comparative summary, country incentive inventories and project mappings, stakeholder questionnaire, and first and final report drafts.
• Background in mining fiscal policy, tax expenditure analysis, or downstream mineral processing.
• Valid work authorization for the location where the applicant intends to be based.
• All submissions must be in English.
• CV highlighting pertinent experience.
• One-page expression of interest detailing the proposed approach and, if applying as a team, coverage of the three countries by team members.
