
Consultant β Community Engagement and Communication, Youth Participation in TVET

This is a fully remote position, open to applicants in Sri Lanka.
β’ Deliver continuous strategic guidance and technical support to partners engaged in community outreach.
β’ Assist in the creation, implementation, and evaluation of research-based social marketing initiatives.
β’ Convert evidence-backed research into localized, community-centric campaign activities.
β’ Aid in tracking campaign outreach, behavior-change pathways, the adjustment of strategies, and documentation of insights.
β’ Collaborate with the STRIVE technical team, Women's Rights Organizations, youth advocates, TVET providers, private-sector stakeholders, and community representatives.
β’ Recognize obstacles hindering youth participation in TVET, focusing on young women and other marginalized groups.
β’ Organize awareness and outreach efforts, enhancing connections between communities, TVET providers, and relevant stakeholders.
β’ Support communication and advocacy efforts that encourage inclusive participation in TVET and skills enhancement.
β’ Identify and confront detrimental social norms that limit youth and female involvement in Agriculture and Hospitality & Tourism TVET programs.
β’ Examine research findings, district recommendations, labor market data, and TVET ecosystem insights to inform campaign priorities.
β’ Assist in audience and influencer targeting and analyze social norms, attitudes, practices, and accessibility challenges.
β’ Facilitate behavior-change pathways that connect barriers, behaviors, influencers, messages, engagement methods, and channels.
β’ Co-develop campaign strategies, messages, activities, channels, and execution plans.
β’ Offer technical coaching and support throughout the campaign implementation process.
β’ Conduct workshops for inception, evidence synthesis, norm prioritization, co-design, and implementation planning.
β’ Generate workshop facilitation reports, a social marketing and engagement strategy, partner-specific implementation plans, progress trackers, and a knowledge transfer and learning synthesis report.
β’ Proven professional experience in developing campaign initiatives for community engagement and behavior change communication-focused social marketing activities.
β’ Experience in applying principles of gender equality and social inclusion, particularly with women, youth, and/or individuals with disabilities.
β’ Background in facilitating participatory processes and enhancing the capacity of local organizations or community-based partners.
β’ Familiarity with Sri Lankaβs TVET, youth employment, or skills development landscape is highly advantageous.
β’ Strong communication and written skills in Tamil are mandatory.
β’ Proficiency in English is preferred.
β’ Knowledge of Sinhala is a plus.
β’ Proven ability to create clear and concise quality reports and learning documentation.
β’ Submit CVs detailing experience in developing campaign strategies and processes for community engagement and social marketing.
β’ Potential for contract extension.
β’ Working days may be negotiated based on project needs.
