This is a fully remote position, open to applicants in Canada.
• Manage the Child Care Subsidy, Out of School Care Subsidy, and Extended Hours Subsidy programs.
• Provide direction, guidance, and advice to Child Care Subsidy Assessors and Administrative Support personnel.
• Ensure that benefits are provided in a timely, accurate, and respectful manner in accordance with program policies and procedures.
• Facilitate teambuilding, recruitment, orientation, training, professional development, and ongoing supervision of staff.
• Set unit and individual performance objectives.
• Oversee assessor work, interpret policies and procedures, implement new processes, and offer constructive feedback.
• Monitor program trends, issues, precedents, procedures, and identify service delivery gaps.
• Collaborate with committees to address policy issues and regional or provincial concerns; provide program insights to the Manager.
• Evaluate written applicant appeals and make decisions on second-level appeals.
• Conduct case conferences with the Manager on complex or contentious cases.
• Contribute to the ongoing development of the Child Care Subsidy program and the technical information database.
• Build and maintain relationships with government agencies, childcare operators, and community partners.
• Advocate for program philosophies, policies, and procedures through speaking engagements with community and stakeholders.
• Address applicant concerns, community inquiries, MLA office requests, Minister’s Office queries, Auditor General inquiries, and other stakeholder requests.
• Analyze financial statements, income tax returns, and investment income statements to assess subsidy eligibility.
• Minimum of a 1-year related certificate.
• At least 2 years of relevant experience.
• Related education or experience may be considered through a one-to-one equivalency.
• Comprehensive understanding of childcare subsidy programs, policies, and regulatory requirements.
• Extensive knowledge of childcare subsidy programs, services, and support systems.
• Strong grasp of operational processes and procedures.
• In-depth familiarity with Assessor and Administrative Support roles.
• General understanding of associated government programs, services, and legislation.
• Knowledge of childcare provider agreements and regulatory obligations.
• Advanced expertise in financial analysis, accounting, and tax documentation.
• Extensive experience with ECDS/CCIS systems.
• Proficient in Microsoft Word, Excel, and Outlook.
• Awareness of social barriers, human behavior, family dynamics, and wellness issues.
• Strong interviewing, communication, presentation, and public speaking skills.
• Excellent decision-making capabilities with a high degree of accuracy.
• Ability to undergo an academic check and Level 2 enhanced security screening.
• Capability to complete a soft credit check.
• A criminal records check completed within the last six months is acceptable.
• A cover letter is required.
