This is a fully remote position, open to applicants in Maryland.
• Offer budget and financial planning assistance, monitoring and reporting, along with business administrative support to the IOOS office.
• Validate budget information related to future planning, acquisitions, grants, labor, and internal evaluations.
• Aid in forecasting and reconciling obligations, labor, and expenditures; pinpoint shortfalls and execution challenges; provide strategies for mitigation.
• Contribute to long-term budget planning, scenario creation, and associated documentation.
• Create spending plans, encompassing forecasts for travel, training, interagency agreements, and other expenditures.
• Monitor forecasts, obligations, labor, reimbursables, and expenditure plans, ensuring alignment with program documentation.
• Produce and analyze monthly, quarterly, and year-end reports in accordance with government financial regulations.
• Design and populate management reporting templates and consolidated dashboards that encompass budget, human resources, and performance data.
• Develop Standard Operating Procedures and tracking methods for training, travel, interagency agreements, and additional processes.
• Assist the office in responding to routine data requests.
• Support human resources needs and actions, including maintaining employee records and processing and troubleshooting issues.
• Present analytical findings to relevant management levels.
• Interpret and formulate budget policies and procedures.
• Identify issues, propose solutions, and justify recommendations.
• Compose and convey clear guidelines.
• Conduct analyses of the financial conditions and practices within the office.
• A Bachelor’s degree.
• Five (5) years of experience in finance or a closely related field.
• General understanding of accounting structures, federal accounting systems, and budget procedures.
• Familiarity and experience with financial management systems, including Business Applications Solutions and Financial Management Data Systems.
• Knowledge and competency in applying analytical and evaluative methods and techniques to issues regarding the efficiency and effectiveness of program operations.
• Proficiency in using Google Suite (Google Sheets, Docs, Slides, Calendar) and Smartsheet is preferred.
• Familiarity with NOAA and/or IOOS is an advantage.
• Must be a US Citizen.
• Must be able to successfully complete a Public Trust investigation conducted by the U.S. government.
