This is a fully remote position, open to applicants in United States.
• Monitor the flow of MARAD’s funds from apportionment to outlay across various appropriated, reimbursable, and revolving fund accounts.
• Oversee execution across accounts, connecting apportionments and funding controls to commitments, obligations, expenditures, outlays, and available balances by fund and period.
• Track OMB SF-132 apportionments, reapportionments, and SF-1151 nonexpenditure fund transfers.
• Create the monthly Status of Funds execution report, which includes source cutoff, preparation, independent review, and release.
• Supervise obligation thresholds and escalate any potential over-obligation or Anti-Deficiency Act risks through the Senior Program Manager to designated Government officials.
• Assist in the preparation of congressional budget justification exhibits and related execution data.
• Analyze multi-year funding trends and develop execution forecasts based on reconciled actuals and estimated remaining activities.
• Assess actuals against forecasts, identify timing shifts versus changes in requirements or assumptions, and suggest rescheduling or funding-gap actions.
• Draft exception briefs that outline affected funding, amounts, timing, causes, and recommended actions.
• Support the Budget Execution & Accounting Lead with inquiries regarding reimbursable and revolving fund execution.
• Provide validated execution source data to the Business Analytics Lead for management dashboards.
• Ensure the delivery of monthly Status of Funds reporting with 100% timely delivery, at least 98% calculation accuracy, and no breaches of Anti-Deficiency Act thresholds.
• A Bachelor’s degree in accounting, finance, business, or a related field.
• At least four years of experience in federal financial management, specifically in budget execution or funds control.
• Proficient understanding of apportionments, allotments, commitments, obligations, undelivered orders, unliquidated obligations, and available balances.
• Direct experience with the preparation or analysis of SF-132 apportionments and SF-133 budget execution reporting.
• Familiarity with the U.S. Standard General Ledger, funds control principles, and indicators of Anti-Deficiency Act risk.
• Capability to adhere to a fixed monthly delivery calendar and meet accuracy standards as audited by the customer.
• Eligibility to obtain and maintain a Public Trust / Moderate Risk determination.
• Preferred: experience in a civilian agency CFO office, especially within the Department of Transportation.
• Preferred: hands-on experience with Oracle Federal Financials, particularly DOT’s Delphi.
• Preferred: familiarity with SF-1151 nonexpenditure transfers and the execution of reimbursable or revolving funds.
• Preferred: experience in preparing congressional budget justification exhibits or OMB MAX A-11 submissions.
• Preferred: experience in crafting execution forecasts that are relied upon by leadership for funding decisions.
• Preferred: possession of CGFM, CPA, or CDFM credentials.
