This is a fully remote position, open to applicants in United States.
• Design and implement training programs for border security, customs enforcement, targeting, interdiction, and investigative operations tailored to the specific needs of partner countries and the objectives of the EXBS program.
• Create practical, scenario-driven instruction, tabletop exercises, case studies, field drills, and debrief discussions that concentrate on strategic trade enforcement and the risks associated with illicit trafficking.
• Educate foreign customs, border security, law enforcement, and regulatory officials on cargo targeting, risk assessment indicators, inspection techniques, document evaluation, chain of custody practices, evidence handling, and interagency collaboration.
• Facilitate technical exchanges and consultations that bridge export control legislation and licensing processes with effective border enforcement and interdiction operations.
• Assist partner agencies in formulating or refining standard operating procedures for enforcement readiness, interagency referrals, inspections, documentation of seizures, and government-to-industry collaboration.
• Collaborate with Export Control Subject Matter Experts (SMEs) to ensure training aligns with the specific legislative, regulatory, licensing, and implementation goals of each country.
• Offer recommendations for enhancing operational procedures, training curricula, enforcement collaboration, and measurable program success.
• Aid in the planning of both in-person and virtual engagements, technical study visits, and training events, including coordination with program management and logistics teams.
• Customize technical assistance to the unique contexts of partner countries such as Brazil, Chile, Costa Rica, Mexico, and Peru.
• A Bachelor’s degree in criminal justice, homeland security, international relations, public administration, law enforcement, customs administration, security studies, or a related field; equivalent operational experience may be taken into account.
• Over 8 years of experience in customs, border security, law enforcement, cargo targeting, export enforcement, investigations, nonproliferation enforcement, or building international border security capabilities.
• Proven track record in developing and delivering adult-learning training programs for personnel in government, customs, border, or law enforcement sectors.
• Comprehensive understanding of strategic trade controls, dual-use commodities, proliferation-sensitive products, targeting strategies, inspection methods, and best practices in border enforcement.
• Experience in conducting needs assessments, creating training materials, facilitating practical exercises, and drafting after-action reports or technical recommendations.
• Ability to effectively collaborate with foreign government officials, interpreters, technical specialists, and multi-agency teams in international environments.
• Willingness to travel internationally and support initiatives in Brazil, Chile, Costa Rica, Mexico, and Peru, as required.
• Proficiency in Spanish is preferred.
• Knowledge of Portuguese is advantageous for activities focused on Brazil.
• Position as an Independent Consultant (1099) assignment.
