Application Systems Analyst – Project Manager

This is a fully remote position, open to applicants in Virginia.

📋 Description

• Serve primarily as an Application Systems Analyst throughout the majority of working hours.

• Assume the role of Project Manager for up to 20% of the working hours.

• Gather, analyze, and document criteria for content eligibility, business rules, filtering logic, and selection triggers.

• Compile an inventory of source and target metadata fields, and establish mapping, transformation, and normalization rules.

• Define rules for metadata validation and procedures for reconciling mismatches and failures.

• Record workflow states, approvals, escalations, exception paths, roles, permissions, and governance responsibilities.

• Document requirements for exception handling, as well as audit and traceability for content selection and transfer decisions.

• Convert analysis into JIRA user stories complete with acceptance criteria, and assist in backlog grooming, story scoring, and sprint planning.

• Collaborate with government QA and testing personnel regarding acceptance criteria, user acceptance testing, validation, and operational readiness reviews.

• Provide analytical insights into requirements, design, workflow, and security documentation.

• Facilitate Agile ceremonies for a scrum team operating on a three-week sprint cadence.

• Monitor and report on sprint performance, velocity trends, and quality metrics using JIRA dashboards and reporting tools.

• Prepare status updates for government stakeholders and keep risk and dependency logs up to date.

• Coordinate dependencies across teams with project managers, developers, testers, and subject matter experts.

• Oversee contract deliverables and sprint commitments, identify potential risks, and suggest corrective measures.

• Assist in onboarding, delivery governance, KPI definition, and backlog structuring; lead the activities related to closeout and transition.


⛳️ Requirements

• At least 5 years of combined experience in business and systems analysis as well as project management supporting software development teams.

• A Bachelor's degree in Information Systems, Computer Science, Business, Library or Information Science, or a related field, or equivalent additional experience.

• Proven experience working in Agile and Scrum environments, including facilitating Agile ceremonies and managing user-story-based delivery.

• Practical experience with JIRA or a similar project tracking and reporting tool, including story point metrics, dashboards, burndown, and velocity reporting.

• Background in digital content or digital collections management, including content ingest, digital asset workflows, metadata management, or content exchange between systems.

• Experience in analyzing and documenting workflow systems, business rules, roles and permissions, and exception handling.

• Strong knowledge of SDLC best practices, including requirements definition, design documentation, testing, and release processes.

• Capability to produce business rules, data and metadata mapping matrices, process flows, and user stories with acceptance criteria.

• Exceptional written and verbal communication skills, including status reporting to client or government stakeholders.

• Ability to work independently and manage a distributed, fully remote team.

• U.S. citizenship or current authorization to work full-time in the United States; sponsorship is not available.

• Ability to obtain and maintain a Public Trust or Suitability Determination.

• Preferred: experience in federal Agile software development; familiarity with metadata standards and digital preservation; experience as a Scrum Master or Agile delivery lead; certifications such as CSM, PMP, or PMI-ACP; QASP contract experience; knowledge of Python, Django, REST APIs, ETL, Solr, Elasticsearch, AWS, relational databases, Tableau, Grafana, Section 508, WCAG 2.1, CUI, or NIST SP 800-53.
