This is a fully remote position, open to applicants in Maryland.

📋 Description

• Act as the Deputy to the CIO, representing the technology team and acting in the CIO’s stead.

• Take ownership and lead the solution strategy across all business sectors.

• Create strategic technical approaches and innovation roadmaps.

• Engage in solution development without being responsible for architectural design.

• Guide and nurture the staff organization through direct reports and collaborative efforts.

• Convert technical direction into actionable plans, priorities, and execution roadmaps.

• Manage hiring, onboarding, mentoring, retention, and leadership of personnel on a large scale.

• Set up operational rhythms, decision-making frameworks, and communication patterns.

• Foster solution-oriented thinking to address mission requirements and enhance competitive differentiation.

• Act as an active listener and a trusted advisor throughout the organization.

• Articulate technical strategy and organizational priorities to engineers, executives, and leaders from government agencies.

• Oversee cross-program and cross-agency strategic initiatives.

• Identify operational risks, resource limitations, and organizational gaps while driving resolutions.

• Collaborate with BD/Growth and Capture teams on solution strategies, technical documentation, and readiness for delivery.

• Develop and uphold metrics for organizational health, covering engagement, delivery speed, retention, and capacity.

• Undertake additional responsibilities as assigned.


⛳️ Requirements

• Capability to obtain and sustain security clearances up to Secret/Top Secret.

• Must be a U.S. citizen.

• Bachelor’s degree in Computer Science, Information Technology, Engineering, Business Administration, or a related discipline, or a comparable combination of education and experience.

• At least 12 years of progressive experience in technology leadership roles.

• Minimum of 5 years in a senior leadership role overseeing multiple teams through both direct and dotted-line reporting structures.

• Familiarity with DoD and relevant security frameworks.

• Ability to act as a strategic representative for executive leadership and execute with minimal oversight.

• Experience in leading solution strategies across various business units or program areas.

• Extensive technical knowledge in software engineering, cloud infrastructure, data platforms, and contemporary delivery practices.

• Demonstrated experience in people leadership, including hiring, developing, and retaining high-performing technical teams.

• Outstanding storytelling and strategic communication capabilities.

• Experience in federal government contracting, including GovCon operating models, contract vehicles, and engagement patterns with agencies.

• Experience working in an Agile or SAFe environment.

• Excellent verbal, written, and presentation communication skills.

• Candidates located in the Washington, D.C. / Maryland / Northern Virginia corridor are highly preferred.

• Availability during Eastern hours from 9:00 AM to 5:00 PM.

• Occasional travel for training, project meetings, and leadership engagements, estimated at 10–15% annually.

• Preferred: CMS, Medicare/Medicaid, or HHS program experience.

• Preferred: Experience as Chief of Staff, Deputy CIO/CTO, VP of Engineering, Solution Strategist, or similar roles.

• Preferred: PMP, SAFe Agilist, or similar certifications.

• Preferred: Master’s degree in a relevant field.

• Preferred: Domain expertise in defense data integration, health IT analytics, or civilian services modernization.

• Preferred: Familiarity with AI/ML platforms, Databricks, Snowflake, AWS, and Azure.

• Preferred: Experience in scaling operations within a high-growth digital or professional services organization.

• Preferred: Cross-functional relationships encompassing BD, delivery, and corporate functions.
