
Vice President, Sales – Photo Enforcement

This is a fully remote position, open to applicants in Arizona, +26 more states.
• The Vice President of Sales is the key architect for Duncan Solutions' market entry and expansion in the photo enforcement and autonomous enforcement industries.
• Reporting directly to the Chief Revenue Officer (CRO), this position is tasked with transforming Duncan's essential support services — DMV Registered Owner Lookup, Image Review, Notice Mailing, Customer Service, and Debt Collection — into sustainable, long-term client partnerships in a market where Duncan aspires to enhance its presence.
• Develop and maintain a robust new business pipeline exceeding $15M in Annual Recurring Revenue (ARR) within the photo enforcement and autonomous enforcement sectors, structured to support a consistent annual closing rate of $2M–$3M in incremental ARR.
• Identify, prioritize, and pursue strategic opportunities among municipal, county, and state public-sector buyers, employing a strategic perspective on where Duncan’s core support services offer a sustainable competitive edge.
• Manage the complete sales cycle for multi-million-dollar opportunities, from initial stakeholder engagement through proposal creation and contract finalization.
• A High School Diploma or GED from an accredited institution is required.
• At least 10 years of progressive experience in business-to-government sales, with a proven history of securing public sector contracts through competitive RFP processes (or equivalent senior government leadership experience).
• Demonstrated capability to lead lengthy, complex, multi-stakeholder sales cycles to successful closure — not merely as a coordinator, but as the executive responsible for the win.
• Extensive understanding of government procurement processes, including the ability to accurately interpret local regulations, timelines, and compliance requirements upon first review.
• Proven experience engaging credibly with elected officials and senior leaders within city, county, and state government frameworks.
• Strong business acumen with significant experience in contributing to price-to-win strategies and leading effective contract negotiations.
• Established ability to conduct and interpret market research, FOIA disclosures, and competitive intelligence — translating findings into actionable pursuit strategies.
• Exceptional written and verbal communication skills; capable of authoring proposal narratives, delivering executive-level presentations, and representing Duncan in high-stakes client discussions.
• Proficient in using HubSpot or a similar CRM, maintaining a level of discipline that yields forecast-grade pipeline data rather than anecdotal evidence.
• Willingness to travel approximately 25% of the time to engage with potential clients/partners and participate in industry events.
