Tender Manager

This is a fully remote position, open to applicants in Netherlands.

📋 Description

• Oversee, identify, and evaluate current and forthcoming public tenders related to education, digital learning, workforce development, vocational training, and educational technology throughout Europe.

• Create and uphold a systematic pipeline of tender opportunities from EU institutions, educational ministries, regional authorities, and public agencies.

• Assess tender requirements, eligibility criteria, budgets, timelines, and competitive landscapes.

• Facilitate bid/no-bid evaluations and suggest strategic participation opportunities.

• Develop and sustain a detailed map of European education funding sources.

• Determine how EU funding is allocated and managed at national, regional, and local levels.

• Generate country-specific funding profiles for targeted European markets.

• Monitor budget cycles, funding calls, policy priorities, and upcoming investment programs.

• Produce reports on trends in education funding and procurement activities.

• Analyze national education strategies, digital transformation initiatives, and workforce development programs.

• Identify forthcoming investment priorities likely to lead to future tenders.

• Offer strategic recommendations to leadership concerning market entry and growth prospects.

• Establish relationships with public authorities, procurement bodies, funding agencies, and industry stakeholders.

• Collaborate with education ministries and implementing agencies to gain insights into future procurement plans.

• Attend relevant conferences, information days, and industry events.

• Assist internal teams in crafting responses to tenders and requests for proposals.

• Coordinate information gathering, compliance requirements, and submission processes.

• Maintain tender documentation, templates, and knowledge repositories.

• Ensure compliance with procurement regulations and submission deadlines.

• Advise sales leadership on deal strategies and technical positioning.

• Provide strategic market intelligence, funding forecasts, and tender pipeline visibility to facilitate business growth and sales planning across Europe.

• Create an intelligence framework that maps current and future education-related funding streams from the European Union and national authorities.

• Develop a proactive view of funding programs, procurement pipelines, grants, and tender opportunities.

• Enable the organization to strategically position itself before formal tenders are issued and assist in market-priority and revenue-opportunity planning.

⛳️ Requirements

• 3–5+ years of relevant experience.

• Exceptional analytical and research skills.

• Proficient in interpreting policy documents and funding frameworks.

• Strong project management and stakeholder engagement abilities.

• Advanced skills in Excel, Power BI, CRM systems, and reporting.

• Excellent written and verbal communication skills in both English and German.

• Proficiency in additional European languages is a plus.

• Experience working with channel partners and indirect sales models.

• Proven experience collaborating closely with Product Management.

• Ability to work both strategically and in a hands-on manner.
