Technical Project Manager, Telecom

This is a fully remote position, open to applicants in Ukraine.

📋 Description

• Collaborate with stakeholders, architects, and technical subject matter experts (SMEs) to convert business goals into a structured delivery framework, outlining workstreams, milestones, deliverables, responsibilities, dependencies, and governance.

• Aid in the development of the target solution by pinpointing planning assumptions, information gaps, technical dependencies, and decision points, ensuring these elements are incorporated into the project plan as the design progresses.

• Transform emerging architectural and engineering decisions into actionable work packages, feasible delivery plans, and clear acceptance criteria.

• Synchronize efforts among architects, engineers, vendors, and project teams throughout the project to uphold delivery alignment, resolve dependencies, and modify plans as new information arises.

• Manage project plans, risks, assumptions, dependencies, decisions, and status reporting, delivering concise, decision-focused updates to project leadership and stakeholders.

• Foster cross-functional collaboration across network, infrastructure, security, operations, and engineering teams to guarantee successful project outcomes.

• Oversee project financials, resource needs, and capacity planning to ensure that delivery commitments remain feasible and aligned with organizational objectives.

• Facilitate workshops, planning sessions, and technical reviews to achieve stakeholder consensus and expedite issue resolution.

• Create and maintain integrated project schedules that highlight critical paths, risks, constraints, and mitigation strategies.

• Ensure compliance with organizational delivery methodologies, quality standards, compliance requirements, and change management processes.

• Assist in transition-to-operations activities, which include operational readiness assessments, knowledge transfer, and service acceptance planning.

⛳️ Requirements

• Over 8 years of project or program management experience in telecom networks, digital infrastructure, or a comparable technical setting.

• Experience in planning and mobilizing projects where the scope, roadmap, or solution was still being formulated—not just delivering projects with a pre-established plan.

• Proven experience collaborating closely with technical teams to establish delivery plans for complex engineering or infrastructure projects.

• Solid understanding of telecom and network infrastructure, with the capability to comprehend technical designs, identify dependencies, and challenge assumptions when necessary.

• Excellent communication and stakeholder management skills in environments involving stakeholder interaction.

• Proven track record of leading large-scale transformations, network modernization, cloud migration, or infrastructure deployment programs.

• Experience managing multiple workstreams, vendors, and geographically dispersed teams within complex delivery settings.

• Strong familiarity with project management methodologies, including Agile, Waterfall, and hybrid delivery models.

• Experience with risk management, governance reporting, executive-level communications, and steering committee engagement.

• Proficient in project management and collaboration tools such as Microsoft Project, Azure DevOps, Jira, Smartsheet, or similar platforms.

• Relevant professional certifications such as PMP, PRINCE2, Agile, SAFe, or equivalent are highly desirable.
