Technical Project Manager

This is a fully remote position, open to applicants in United States.

📋 Description

• Engage proactively at the technical level on assigned projects, gaining a comprehensive understanding of how solutions are designed and configured on the Evoke platform.

• Evaluate proposed solution strategies before implementation in collaboration with Solution Architects and Functional Consultants, addressing any concerns regarding gaps, misalignments with user stories, or potential risks before they are finalized in the project plan.

• Collaborate closely with Solution Architects and Functional Consultants during the design and build phases, ensuring that delivery decisions are well-documented, traceable to user stories, and aligned with platform capabilities.

• Manage the complete project lifecycle, including initiation, planning, execution, monitoring, and closure for multi-year, multi-stakeholder government implementations.

• Create and maintain detailed, resource-loaded project schedules; accurately set and manage milestones, resource allocations, and time budgets.

• Propel milestone achievements and profitability targets in partnership with the Professional Services Manager and leadership team.

• Navigate complex stakeholder environments that often involve competing interests and dynamic priorities among agency leadership, program staff, and end users.

⛳️ Requirements

• A Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a closely related STEM field is required.

• At least 7 years of direct, hands-on experience in managing custom software development or enterprise low-code platform implementation projects, demonstrating accountability for budget, schedule, and client relationship outcomes.

• Practical experience in building or configuring solutions on one or more highly configurable low-code enterprise platforms.

• A solid understanding of the discipline of translating business requirements into platform-native constructs, without the use of custom code, is essential.

• Prior experience in delivering projects within regulated government environments (state or federal) is strongly preferred.

• Previous hands-on software development experience at some point in their career is strongly preferred.

• Experience managing diverse teams comprised of internal employees and external contractors (including system integrators and independent contractors).

• A demonstrable understanding of cloud platform architecture, preferably with Microsoft Azure or Azure Government.

• Proven experience managing both pure agile and waterfall/agile blended projects, with a solid grasp of agile ceremonies and the ability to meet government clients where they are, progressively guiding them toward iterative delivery practices.

• Proficiency with Microsoft Project and/or Unanet for schedule management; familiarity with financial forecasting tools is strongly preferred.

• Proficiency with Jira is required, including a working knowledge of Jira workflows, board configuration, and automation rules. Candidates must be capable of utilizing Jira not just as a task tracker but as a delivery management tool.
