This is a fully remote position, open to applicants in United States.
• Oversee and direct AI IT modernization initiatives that support VA healthcare and enterprise transformation projects, ensuring that delivery teams utilize AI platform outputs to enhance analysis, documentation, and development.
• Collaborate with cross-functional teams, including AI/ML engineers, prompt engineers, legacy system experts, development, infrastructure, cybersecurity, integration, and operations staff across various concurrent workstreams.
• Create and manage comprehensive program plans, timelines, resource distribution, risk assessments, and deliverables for both an AI platform team and a modernization delivery team working on overlapping schedules.
• Facilitate Agile sprint execution across multiple scrum teams, involving sprint planning, backlog refinement, sprint reviews, and retrospectives, ensuring that AI-generated analyses are integrated into backlog development and acceptance criteria.
• Monitor project progress, key milestones, dependencies, sprint velocity, and budget considerations to guarantee successful execution and timely delivery of program proof points.
• Assist in modernization efforts involving legacy VistA/MUMPS-based systems and enterprise healthcare applications.
• Provide knowledgeable oversight of AI platform activities, including legacy code ingestion, dependency mapping, workflow creation, and business rules extraction, ensuring that platform outputs effectively drive modernization delivery.
• Operate within the VA’s Veterans-focused Integration Process (VIP) framework, aligning sprint delivery, artifact generation, and approval sequencing with VIP phase gates throughout the program lifecycle.
• Work collaboratively with government leadership and program stakeholders to ensure project execution aligns with mission objectives and strategic priorities.
• Identify, manage, and mitigate project risks, including those specific to AI-assisted delivery such as model output reliability, dependency mapping challenges, and data lineage needs in federal settings.
• Ensure adherence to VA, federal, and organizational governance, reporting, and documentation requirements, including DevSecOps standards, CI/CD pipeline governance, and VA development approval processes.
• Lead status meetings, executive briefings, sprint reviews, and stakeholder communications, translating complex technical and AI delivery progress into mission-impact language for VA leadership.
• Support change management, process enhancement, and operational transition activities, ensuring that modernization outcomes are positioned for sustained adoption by the VA post-pilot.
• Develop and maintain project documentation, including program plans, schedules, risk registers, meeting minutes, action trackers, executive reports, and VA governance artifacts needed at each phase gate.
• Propel continuous improvement initiatives focused on delivery excellence, AI output quality, team collaboration, and creating reusable modernization patterns for future program implementations.
• Coordinate ATO and FedRAMP planning activities from project inception, tracking SSP progress, engaging with ISSOs, mapping security controls, and collecting evidence to prevent accreditation from becoming a late-stage obstacle.
• Act as the primary technical liaison for day-to-day interactions with the VA program office, coordinating upward with executive leadership on strategic and client relationship matters.
• Bachelor’s degree in Computer Science, Business, Information Technology, Healthcare Administration, Engineering, or a related field.
• Over 10 years of technical project or program management experience supporting enterprise IT or healthcare modernization efforts, with a minimum of 3 years leading AI, ML, or intelligent automation delivery programs.
• Proven experience managing complex federal government IT programs, preferably within the VA or a major federal health agency, with direct exposure to federal IT governance frameworks. Experience in healthcare environments will be considered.
• Strong understanding of Agile methodologies, Scrum practices, and hybrid project delivery models.
• Expertise in AI/ML project lifecycles, model development, prompt engineering pipelines, LLM-based applications, and AI platform integration into Agile delivery workflows.
• Experience managing technical teams involved in software development, infrastructure, integration, or cloud modernization initiatives.
• Strong Agile/Scrum delivery background with experience managing concurrent scrum teams in federal environments, along with familiarity with DevSecOps in federal settings: CI/CD pipeline governance, branching strategies, automated security scanning, and alignment to VA or DoD DevSecOps standards.
• Excellent organizational, communication, and stakeholder management skills.
• Experience managing project schedules, risks, dependencies, and reporting activities.
• Ability to communicate effectively with both technical and executive-level stakeholders.
• Experience using project management and collaboration tools such as Jira, Confluence, Microsoft Project, Azure DevOps, or similar platforms.
• Ability to obtain and maintain a VA Public Trust clearance.
