Technical Advisor I, Supply Chain Management – English, French Required

This is a fully remote position, open to applicants in United States.

📋 Description

• Identify deficiencies in supply chain policies, procedures, standards, tools, and guidance for cash and voucher assistance (CVA) programs.

• Assist in updating resources and Standard Operating Procedures for financial service providers, vendors, and voucher programs.

• Offer practical technical support and guidance to regional and Country Office teams regarding cash and voucher activities.

• Raise complex or high-risk issues to the Advisor II.

• Contribute to market mapping, response analysis, project design, and procurement option assessment.

• Aid in market assessments and mapping of financial service providers for emergency preparedness.

• Assist with procurements involving financial service providers and voucher vendors, which includes market research, solicitation, evaluation documentation, contracting inputs, audit readiness, and performance management.

• Support the deployment and ongoing enhancement of Global Payment Solutions.

• Facilitate contracting and supplier management processes for CVA-related suppliers.

• Contribute to digital last-mile solutions for accountable and traceable resource transfer delivery.

• Integrate CVA considerations into policies, Insight processes, tools, and educational materials.

• Develop, adapt, and provide training and coaching to CRS staff and local partners.

• Collaborate with HRD, Global Treasury, GKIM, Finance, and the Office of General Counsel.

• Support research, pilot projects, data collection, analysis, and documentation of lessons learned.

• Participate in both internal and external technical forums.

• Maintain relationships with stakeholders, peer organizations, research institutions, service providers, and technical networks.

• Deploy to assist with emergency responses and meet priority Country Office and Program needs.


⛳️ Requirements

• Bachelor’s degree in international development, economics, supply chain management, or a related field.

• A minimum of five to eight years of relevant work experience with increasing responsibilities, preferably with an international NGO.

• At least three (3) years of international experience in implementing or supporting cash and voucher assistance within humanitarian or development sectors, academia, government, or private sector.

• Experience with procurement processes in the humanitarian or public sector.

• Extensive practical experience working with commercial supply chain actors or financial service providers in one or more developing countries.

• Experience in supporting humanitarian emergency responses.

• Excellent interpersonal, oral, and written communication skills.

• Ability to function effectively in multicultural environments.

• Proficient in Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and Internet).

• Strong capability to manipulate and process large quantitative data and present summarized information for decision-making.

• Experience with digital solutions for supply chain operations, particularly in CVA programs.

• Fluency in both English and French is required.

• Willingness and ability to travel internationally up to 40% of the year.

• The successful candidate must be eligible to work legally in the location where the position is performed.

• Positions that require residence or frequent travel outside one's home country necessitate pre-employment medical clearance.
