This is a fully remote position, open to applicants in United States.
• Collaborate with Capture Managers and Program Managers to convert labor categories, compensation bands, and clearance requirements into strategic sourcing strategies.
• Lead the daily Talent Acquisition strategy for the Business Development and Pre-Award phases.
• Provide daily, weekly, and monthly updates to the Senior Manager of Talent Acquisition and key internal stakeholders.
• Oversee the complete recruiting process for positions related to active and upcoming proposals, including intake, sourcing, screening, interview coordination, offer negotiation, and closing.
• Develop and sustain pipelines for contingent hires and candidate resume packages associated with bids and proposal submissions.
• Anticipate capture requirements and establish pipelines prior to the opening of requisitions.
• Act swiftly on compressed proposal timelines while ensuring candidate quality and clearance eligibility.
• Create and maintain qualified, cleared candidate pipelines using sourcing platforms and referrals.
• Ensure accurate requisition and candidate data for compliance record-keeping and KPI reporting.
• Provide a consistent, high-touch candidate experience during the onboarding transition.
• Identify at-risk requisitions and communicate with the Senior Manager of Talent Acquisition, offering recommended actions.
• Collaborate with other Talent Acquisition Business Partners on shared systems, surge support, and transitions from proposal to contract.
• Represent the company at recruitment events, job fairs, and industry conferences as needed.
• 5–8 years of experience in full-lifecycle recruiting.
• Bachelor's degree required.
• Strong sourcing capabilities across professional networking and clearance-focused sourcing platforms.
• Proven ability to manage a high-volume requisition load within compressed, deadline-driven timelines.
• Must be self-directed and comfortable working with a significant level of autonomy.
• Ability to proactively engage with capture and program stakeholders to identify upcoming needs.
• Skill in strategizing between internal fills versus external hires for new work opportunities.
• Comfortable collaborating with capture/program leadership as well as TA leadership.
• Familiarity with EEO/OFCCP compliance basics and the implications for recruitment and hiring.
• Must be comfortable working fully remotely with occasional travel for recruitment events, job fairs, and conferences.
• Preferred: Experience in recruiting within a government contracting or cleared environment.
• Preferred: Experience in building pipelines for cleared and/or technical talent, including Cyber, IT, and Intelligence.
• Preferred: Fluency in clearance and labor categories.
• Preferred: Proficiency in reporting and data management, including workforce planning data, reports, and analytics.
• Preferred: Experience supporting proposal or capture efforts, contingent-hire pipelines, and labor-category matching.
