Systems Analyst

This is a fully remote position, open to applicants in United States.

📋 Description

• Assist in defining business and systems requirements for a federal client

• Collaborate with business sponsors and stakeholders to identify and document system requirements for intricate government software systems

• Conduct analysis to support project managers in establishing project scope and objectives

• Organize stakeholder meetings to prioritize tasks and workflows

• Examine system processes for new and updated business applications

• Gather information and functional requirements from product owners and business sponsors

• Document requirements through deliverables such as Concept of Operations, Business Case, and Alternatives Analysis

• Collect and record initial data requirements

• Create, present, and enhance mockups of proposed solutions

• Collaborate with Enterprise Architecture representatives, team members, and contractors to ensure adherence to technical guidelines

• Aid in the design of technical specifications for complex, integrated government systems

• Conduct research, systems analysis, concept development, and systems design

• Review and analyze underlying programming code and data structures

• Document architectural decisions and outcomes as part of SDLC deliverables

• Promote SOA architecture, enterprise patterns, and governance processes

• Perform market analysis on government and commercial systems

• Provide recommendations based on gathered data, track and forecast market trends, and articulate recommendations in the best interest of the government

• Assist in development testing

⛳️ Requirements

• Must be a U.S. Citizen

• Subject to a U.S. Federal Government background investigation and must meet the criteria to hold a position of public trust

• A Bachelor's Degree in Computer Science, Information Technology, or a related field, or equivalent experience is preferred

• At least 5 years of experience in software/hardware development projects

• Candidates lacking a degree may be considered with a minimum of 9 years of relevant experience

• Excellent technical writing abilities

• Strong problem-solving and decision-making skills

• Capability to create system process deliverable documents, including concept of operations, business case, and alternatives analysis documentation

• Proficiency in requirements-management, diagramming, and documentation tools

• Experience with Visio, Word, Excel, PowerPoint, Azure, and Jira

• Ability to produce business requirements documents, workflow diagrams, context diagrams, use cases, and user stories

• Understanding of user interfaces and common GUI methodologies

• Proficient in presenting requirements findings and mockups

• Ability to comprehend formulas used in financial calculations and articulate relevant workflows

• Familiarity with SQL Server and Oracle database systems

• Experience with SOA management tools and software, including COTS, OSS, and SaaS

• Ability to manage business and systems requirements within an SOA framework

• Understanding of scalable deployment options: on-premises, cloud, and hosted

• Knowledge of requirements-management and IT frameworks such as IEEE, ITIL, Scrum, Agile, and Kanban

• Experience with SOA concepts

• Experience in developing governance and coordination models

• Market research skills

• Familiarity with GIS technology and methodologies

• Understanding of data modeling concepts

• Familiarity with integrating COTS and custom software

• Systems design skills, including UML diagrams, mockups, context diagrams, entity relationship diagrams, and object models

• Familiarity with Enterprise Architecture Frameworks such as TOGAF, FEA/DoDAF, or Zachman

• Prior government experience is highly preferred

• Understanding of Federal security families and controls as defined in NIST 800-53, rev. 4, FIPS 199, and related security guidance

• Previous experience as a web-based software developer
