This is a fully remote position, open to applicants in Dominica.
• Lead and manage all RDAP initiatives within the Caribbean sub-region.
• Oversee the creation, execution, monitoring, and evaluation of work plans at both sub-regional and country levels.
• Ensure all activities align with program goals, contractual obligations, and donor priorities.
• Monitor program performance to guarantee timely, high-quality reporting and results-oriented implementation.
• Identify potential program risks and opportunities, advising the COP on strategic adjustments.
• Directly supervise and manage the performance of DRMS and sub-regional support personnel.
• Lead the recruitment, onboarding, mentoring, and professional development of team members.
• Manage teams distributed across various Caribbean countries, ensuring effective communication, coordination, and accountability.
• Conduct performance assessments and provide ongoing feedback to enhance staff performance.
• Cultivate a collaborative and high-performing team atmosphere throughout the sub-region.
• Oversee budget planning, execution, and monitoring for all sub-regional activities.
• Participate in crafting the annual work plan and offer recommendations regarding budget allocations.
• Ensure the efficient, compliant, and strategic use of financial resources in line with donor and organizational policies.
• Track spending, monitor discrepancies, and execute corrective measures as necessary.
• Assist in financial forecasting and contribute to the overall financial management of the program.
• Collaborate closely with the COP, M&E Officer, and other RDAP team members to develop and refine annual work plans.
• Prioritize activities and ensure suitable allocation of technical, financial, and human resources throughout the Caribbean portfolio.
• Provide strategic guidance on program direction and sub-regional engagement.
• Build and maintain relationships with regional and national disaster management agencies, humanitarian partners, and relevant stakeholders across the Caribbean.
• Represent the program in coordination meetings, technical forums, and interactions with governmental and partner organizations.
• Engage stakeholders to identify capacity gaps and potential collaboration opportunities.
• Ensure the technical quality and relevance of training and capacity-building initiatives.
• Advocate for best practices in disaster risk management, preparedness, mitigation, and response.
• Offer technical input and guidance to DRMS and field teams.
• Ensure readiness and effective utilization of surge capacity mechanisms throughout the sub-region.
• Act as backup leadership to DRMS during emergency responses, including taking on coordination responsibilities if necessary, and providing direct support to DRMS-led response efforts.
• Supervise and ensure country-level preparedness and readiness activities ahead of known hazard seasons (e.g., hurricane season), including collaborating with DRMS to evaluate readiness, identify gaps, and implement pre-positioning or preparedness actions.
• A minimum of 6–8 years of progressively responsible experience in international development or humanitarian assistance programs (advanced degree) or 9–11 years (bachelor's degree).
• Proven experience in program management and oversight, including strategic planning, implementation, monitoring, and reporting for multi-country or complex programs.
• At least 4–5 years of management experience, including direct supervision of professional staff across multiple locations or countries.
• Experience with budget development, financial oversight, and resource allocation.
• Expertise in monitoring and evaluating program performance and outcomes.
• Demonstrated experience managing donor-funded programs, preferably with U.S. Government (USG) funding.
• Professional experience working in the Caribbean sub-region is required.
• Prior professional experience in at least one Caribbean country is necessary (e.g., Belize, Haiti, Jamaica, The Bahamas, or similar contexts).
• Strong understanding of Caribbean disaster management systems, regional coordination mechanisms, and key stakeholders.
• Established regional networks or the ability to rapidly build relationships is strongly preferred.
• Experience in disaster risk management, including preparedness, mitigation, training, and response activities.
• Prior experience supporting disaster relief operations is strongly preferred.
• Experience in one or more technical sectors (e.g., health, WASH, shelter, logistics, protection, or related fields) is preferred.
• Minimum English Level 4 (Level 5 preferred).
• Proficiency in Spanish and/or French is highly preferred.
