Structurer/Estimator – Water & Wastewater Operations

This is a fully remote position, open to applicants in Texas.

📋 Description

• Work alongside technical experts, project managers, business developers, and regional leaders to grasp project goals, requirements, and scope, incorporating these insights into comprehensive cost estimates for new initiatives as well as renewal projects.

• Create zero-based cost estimates for water and wastewater projects, factoring in labor, consumables, maintenance, materials, equipment, subcontractor expenses, and operational costs — including flow variability, influent loadings (BOD, TSS, nutrients), wet weather effects, and system inefficiencies (e.g., inflow and infiltration [I/I])—and convert these variables into dynamic estimating assumptions and cost scenarios.

• Analyze technical specifications, permits (e.g., NPDES), service level agreements, and performance guarantees to ensure that estimates accurately reflect compliance requirements, operational responsibilities, and related cost and risk exposure.

• Discover cost optimization strategies by assessing materials, labor, and process efficiencies to minimize project costs while maintaining quality and compliance.

• Examine project specifications and work with the project team to pinpoint cost-related risks and opportunities for optimizations.

• Perform market research on materials and labor costs, tracking trends to make data-driven pricing adjustments and enhance competitive proposals.

• Develop structured and well-documented cost proposals to support the project bidding process, ensuring clear communication of cost breakdowns, assumptions, and justifications.

• Review project processes and specifications to verify accuracy in estimating scope and identifying potential challenges.

• Maintain and update cost databases and templates to ensure consistent, precise data, providing project teams with dependable reference points for pricing and cost management.

• Collaborate with vendors and suppliers to collect and confirm cost data, negotiating pricing and terms when necessary to guarantee competitive procurement.

• Assist in budgeting and financial planning for project proposals and execution, working with stakeholders to ensure alignment of cost projections with financial objectives as required.

⛳️ Requirements

• Experience: A minimum of 3-5 years in estimating, cost structuring, or related roles, ideally within the water and wastewater sector.

• Technical Knowledge: Profound understanding of water and wastewater system performance, encompassing treatment process optimization, regulatory compliance frameworks, and operational cost structures. Strong familiarity with primary cost drivers such as chemicals, biosolids management and disposal, energy consumption, and labor utilization.

• Analytical Skills: Exceptional ability to interpret technical documents and project plans to generate precise cost estimates.

• Communication Skills: Outstanding written and verbal communication abilities for collaborating with diverse teams and presenting estimates to stakeholders.

• Software Proficiency: Familiarity with estimating software (e.g., ProEst, Sage Estimating) and Microsoft Office Suite, especially Excel.

• Education: A Bachelor’s degree in Engineering, Construction Management, or a related field is preferred; relevant experience may be considered in lieu of a degree.
