This is a fully remote position, open to applicants in United States.
• Lead and guide developers, QA engineers, automation engineers, and technical staff across the platform.
• Coordinate development efforts among internal teams and vendor resources.
• Foster accountability, collaboration, technical excellence, and operational awareness.
• Assist in resource planning, prioritization, and sprint delivery.
• Collaborate with the Scrum Master on sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives.
• Supervise the design, development, testing, and deployment of enterprise web applications and workflow solutions.
• Promote a scalable, maintainable, and secure application architecture and coding standards.
• Work in conjunction with Infrastructure and Operations to resolve production issues and maintain system stability.
• Advocate for CI/CD enhancements, automation initiatives, and application modernization.
• Coordinate release schedules and ensure alignment with operational and security requirements.
• Assist in root-cause analysis and remediation of production incidents.
• Provide direct technical leadership in application development and system integrations.
• Facilitate API integrations, backend services, document-processing workflows, and platform enhancements.
• Collaborate with QA and automation teams to enhance regression testing and deployment reliability.
• Support monitoring, logging, and improvements in application performance.
• Ensure development complies with federal security and compliance standards.
• Encourage continuous improvement in development processes, Agile delivery, documentation, and operational readiness.
• Track technical risks, dependencies, and delivery progress while communicating status to leadership.
• Uphold development standards, conduct code reviews, implement testing practices, and manage releases.
• Ensure deliverables meet customer expectations, operational requirements, and quality benchmarks.
• Lead the development of a large-scale federal case management and workflow platform that supports mission-critical operations and handles high-volume transactions.
• Bachelor's Degree and over 10 years of experience in application and/or system development.
• More than 5 years of experience managing technical teams, including developers, architects, and test/QA engineers, in an Agile setting.
• Proficiency in Java, JavaScript frameworks, SQL, REST APIs, and CI/CD technologies.
• Experience in enforcing development quality standards, including code reviews, definition of done (DoD), and readiness gates prior to QA handoff.
• Strong background in leading Agile software development initiatives in large enterprise or federal settings.
• Experience supporting mission-critical applications that demand high availability.
• Comprehensive understanding of SDLC processes, CI/CD pipelines, DevSecOps practices, and enterprise application architecture.
• Experience collaborating across Development, Infrastructure, Security, Operations, and PMO teams.
• Capability to challenge incomplete or ambiguous requirements and drive clarity before development commences.
• No security clearance is currently required; BI Full 6C (T4) public trust/other requirement.
• U.S. citizenship is not mandatory.
• Desired: familiarity with low-code application platforms, tools, software architecture, design patterns, and best practices.
• Desired: experience with Micropact (Entellitrak), Appian, Salesforce, Pega, ServiceNow, Oracle, Outsystems, Mendix, OpenText, or Microsoft.
• Desired: CMS/Medicare systems and CMS data-source integration experience.
• Desired: experience in U.S. federal government contracting and understanding of the full contract lifecycle.
• Strong communication, leadership, troubleshooting, and stakeholder management abilities.
• Ability to balance operational support, modernization initiatives, and Agile delivery priorities.
