SNAP EBT Test Lead

This is a fully remote position, open to applicants in South Dakota.

📋 Description

• Create and oversee a detailed testing strategy that encompasses unit, integration, performance, end-to-end, user acceptance, regression, and fail-safe testing.

• Collaborate with the State and EBT processor to coordinate testing efforts.

• Define the roles of the test team, along with establishing test databases, test cases, scripts, schedules, acceptance procedures, and Go/No-Go criteria.

• Formulate contingency strategies, including processes for reverting to the legacy system when necessary.

• Lead System Acceptance Testing that focuses on functionality, security, recovery, system controls, and exceptional scenarios.

• Educate State personnel on conducting acceptance testing and engage them in test execution, results assessments, interface evaluations, and regression testing.

• Compile written assessments of test outcomes for USDA/FNS evaluation and necessary approval.

• Assist in defining testing requirements that are incorporated into the EBT services RFP during the planning stage and ensure requirements traceability throughout the testing process.

⛳️ Requirements

• A minimum of 10 years of experience in software or system testing, including at least 3 years in a leadership role as a test lead or test manager.

• Proven experience in leading system acceptance testing or user acceptance testing for a state government system, ideally within the human services or public benefits sectors (SNAP, WIC, TANF, or Medicaid).

• Skilled in drafting comprehensive test plans, test cases and scripts, acceptance procedures, and Go/No-Go criteria.

• Experience in coordinating testing activities with a third-party vendor or system processor, and managing defects until resolution.

• Proficient in training business users to carry out user acceptance testing.

• Strong written communication abilities, including the preparation of formal assessments of test results for executive or federal review.

• No current employment with, or contract to, an EBT processor.

• Availability for the entire engagement, commencing on or about January 1, 2027.

• Three professional references from previous roles.

• Experience in testing EBT, eWIC, payment card, or other financial transaction systems.

• Familiarity with FNS Handbook 901 (Section 3.5.24, Test Plan) and federal requirements for SNAP or other FNS systems.

• Experience with Medicaid Enterprise System (MMIS) or CMS certification testing.

• Proficient in using test management tools such as Jira, Azure DevOps, or ALM.

• ISTQB or a comparable testing certification.
