
Senior Technical Advisor, Supply Chain

This is a fully remote position, open to applicants in United States.
• Define FHI 360’s technical approach for procurement and supply chain management across various projects.
• Lead initiatives for national supply chain enhancement in collaboration with health ministries, national supply chain agencies, and central medical stores.
• Oversee commodity security, logistics management information systems, cold chain logistics, and health commodity quality assurance.
• Establish technical positions regarding private-sector involvement and total market strategies.
• Guide supply chain transition and sustainability planning efforts.
• Coordinate technical activities with global procurement and financing partners.
• Set minimum technical standards, develop tools, and approve supply chain deliverables.
• Enhance supply chain technical capacity within FHI 360 and local teams.
• Supervise the technical aspects of complex project plans and provide leadership in project design and execution.
• Design supply chain components for country workplans and country-specific buy-ins.
• Assist with proposal research, business development, client and funder relationships, as well as reports and presentations.
• Lead technical design for supply chain components related to country buy-ins, follow-on funding, and business development.
• Provide supervision to team members when necessary and lead professional development initiatives.
• Prepare technical reports and present deliverables, outputs, and results to donors.
• Direct peer-reviewed publications and external communications resulting from project activities.
• Assess project technical effectiveness and recommend improvements.
• Develop local, national, and regional guidelines and normative policies.
• Ensure that technical deliverables and implementations align with industry best practices and contractual requirements.
• Identify technical risks and formulate mitigation strategies.
• Guarantee that health commodities adhere to quality-assured sourcing, storage, traceability, and continuity-of-supply standards.
• Advise senior management, conduct technical briefings, oversee projects, and contribute to strategic planning activities.
• Manage and control technical functional areas across multiple countries.
• Master's Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Health, Behavioral, Life/Social Sciences, International Development, Human Development, or a related field.
• A minimum of 15 years of relevant experience in a specialized technical or medical field.
• Demonstrated experience as an invited speaker or presenter at pertinent conferences or meetings.
• Authored technical or service-delivery guidelines.
• Significant contributions to peer-reviewed publications.
• Experience in developing strategies or performance standards for projects or services.
• Previous experience in a non-governmental organization, government agency, or private sector.
• At least 10 years of experience in health supply chain management in low- and middle-income countries, with direct responsibility for quantification and forecasting, procurement, or distribution.
• Proven experience leading supply chain enhancements with health ministries, national supply chain agencies, or central medical stores.
• Familiarity with US Government-funded health programs and associated procurement, reporting, and compliance requirements.
• Proficient in at least one operational logistics management information system, such as eLMIS, OpenLMIS, mSupply, or a national equivalent, and its integration with DHIS2.
• Strong understanding of procurement, forecasting, warehousing, distribution, inventory management, cold chain logistics, commodity security, and quality assurance.
• Proficiency in French in addition to English is strongly preferred.
• Knowledge of Portuguese is an asset.
• Project Management certification is preferred.
• Professional supply chain certifications such as CSCP, CPIM, CIPS, or equivalent are preferred.
• Preferred fields of study include Pharmacy, Supply Chain Management or Logistics, Public Health, Industrial Engineering, or Business Administration.
• Competence in using personal computers or laptops, Microsoft Office 365, SharePoint, Skype/Zoom/Teams, mobile technology, and standard office equipment.
• Ability to work long hours at a computer and perform repetitive keyboard tasks.
• Capability to sit and stand for extended durations.
• Ability to lift or move items weighing up to 5 lbs.
• Willingness and ability to travel 10%–25% of the time.
• Must pass reference, criminal record, and terrorism finance screening checks.
