Senior Spectrum Policy Engineer

This is a fully remote position, open to applicants in District of Columbia, +1 more state.

📋 Description

• Deliver technical assistance related to electromagnetic spectrum and telecommunications systems analysis, encompassing both terrestrial and space systems that support NASA operations.

• Collaborate with the NASA Spectrum Analysis Center to offer technical expertise and analysis for both domestic and international engineering studies.

• Facilitate collaboration and engagement with other Agency spectrum organizations to fulfill requirements and mission objectives concerning spectrum allocations, assignments, and coordination in national spectrum management entities.

• Assist in NASA Spectrum Office initiatives involving domestic spectrum management tasks and related meetings.

• Aid in the preparation and advocacy of technical contributions for relevant IRAC and IRAC subcommittee meetings.

• Uphold the integrity of NASA's spectrum allocations and missions.

⛳️ Requirements

• A Bachelor's Degree is essential, ideally in an engineering discipline such as electrical engineering or a related field.

• A minimum of 12–15 years or more of applicable work experience is required.

• Familiarity and expertise with the NTIA and the Interdepartmental Radio Advisory Committee (IRAC), including its subcommittees and ad hoc groups.

• Understanding of U.S. frequency licensing processes, procedures, and automation systems for federal government systems via NTIA and non-federal systems through the FCC.

• Knowledge of the WRC and its policies and procedures within the WRC Study Cycle through the ITU-R, along with an understanding of ITU governance and structure.

• Spectrum management experience and familiarity with NASA spectrum usage, enabling autonomous liaison for the Agency at both domestic and international spectrum management forums.

• Proficient presentation and representation skills to advocate for the Agency in domestic and international spectrum management discussions.

• Must be a U.S. Citizen to qualify for obtaining a government-issued Secret clearance.

• Willingness to travel, if required.

• Prior experience in supporting spectrum management and engineering initiatives for federal agencies is preferred.
