This is a fully remote position, open to applicants in Texas.
• Act as the lead developer responsible for all enhancements, maintenance, and operational support for the Fee Basis (FEE) systems.
• Ensure seamless functionality of systems that manage over $1B annually in community-care nursing home payments.
• Design, test, deploy, and maintain code that supports essential FEE business rules, payment logic, and operational workflows.
• Provide supplemental development and operational support for CCPC and TOP systems.
• Diagnose, troubleshoot, and resolve intricate issues across FEE, CCPC, and TOP environments.
• Assist with EHRM-related development efforts alongside VA and Oracle Health, including debt-collection integrations and release cycles.
• Collaborate with business analysts, payment operations teams, and technical stakeholders to clarify requirements and prepare for production releases.
• Keep documentation updated for system code, logic flows, operational procedures, and release modifications.
• Engage in release planning, end-to-end testing, deployment validation, and post-deployment monitoring.
• Identify opportunities for process improvements and modernization within legacy payment systems while ensuring stability, compliance, and minimal disruption.
• Bachelor’s or Master's degree in computer science, systems engineering, or a related technical field.
• 8 years of experience with VA FEE and TOP systems.
• An additional 8 years of relevant experience may be considered in lieu of formal education.
• Proven experience in developing and supporting production code within VA financial, clinical, or community-care systems.
• Experience with legacy payment systems or reimbursement platforms like FEE, CCPC, or TOP.
• Background in regulated or compliance-focused environments with mission-critical or high-risk financial workflows.
• Understanding of modernization initiatives such as EHRM, especially changes impacting billing, payment, and debt-collection processes.
• Strong software development skills with the capability to maintain legacy codebases while facilitating ongoing enhancements.
• Proficient in troubleshooting complex functional and technical issues in multi-component production environments.
• Excellent communication abilities to collaborate closely with operations teams, payment offices, analysts, and leadership.
• High level of attention to detail with a strong commitment to accuracy in payment-related outcomes and coding logic.
• Ability to prioritize competing demands across multiple systems while ensuring the stability of critical payment operations.
• Strong documentation capabilities for code changes, release notes, technical procedures, and operational workflows.
• Proven reliability and capacity to maintain continuity for systems where service interruptions have significant financial and Veteran-care implications.
• US Citizenship with the ability to secure and retain a Public Trust clearance.
