Senior Proposal Consultant

This is a fully remote position, open to applicants in Virginia.

📋 Description

• The Senior Proposal Consultant analyzes the instructions outlined in Section L and the evaluation criteria specified in Section M for each proposal pursuit.

• They provide guidance to the Solution Lead regarding the FAR and contract vehicle requirements (VHA IHT 2.0, NIH, and broader HHS).

• During team meetings aimed at developing proposal strategies, the Senior Proposal Consultant contributes win themes, unique differentiators, and effective methods to clearly align the Solution Lead’s overall approach with the evaluation criteria.

• This role goes beyond that of a technical writer; it involves active collaboration with the Solution Lead to create innovative health solutions that fulfill all solicitation demands while maximizing value for the Government client.

• Key contributions from the Consultant include emphasizing Aptive’s differentiators, framing aligned with evaluators, creating compelling graphics, and conducting compliance reviews.

• The Senior Proposal Consultant transforms the Solution Lead’s sketches and concepts into visually appealing, production-ready proposal materials, collaborating closely with our graphic design team.

• Additionally, the Consultant works with the pricing team to determine the necessary staffing levels for the bid.

• They leverage AI context engineering expertise to execute nearly all tasks, including gathering relevant reference materials, customer insights, competitive intelligence, past performance examples, win themes, settled solution details, and evaluation criteria, ensuring our LLMs generate narratives ready for color review.

⛳️ Requirements

• A minimum of seven years of proven experience supporting federal proposals in a dedicated capture, proposal, or solutioning role, with leadership or principal-author contributions on over 25 proposals.

• Familiarity with the federal acquisition lifecycle, FAR Section L and M analysis, and Shipley (or equivalent) capture and proposal methodologies.

• Proven ability to interpret evaluation criteria, develop winning themes, manage compliance matrices, respond to color team review feedback, create staffing plans, and lead production through to submission.

• Proficiency in utilizing LLMs and other AI tools for proposal-related tasks: research, drafting, editing, compliance checking, and graphic ideation.

• Comfort in developing prompt libraries, critically assessing tool outputs, avoiding recognizable patterns in AI-generated text, and refining outputs manually.

• Practical expertise in context engineering for proposal writing: assembling reference materials, win themes, settled solution specifics, and evaluation criteria into prompts to ensure LLMs generate accurate, well-voiced content.

• Demonstrated ability to draft comprehensive technical volumes once the Solution Lead has defined the solution.

• Sufficient familiarity with federal health programs to engage credibly with health Subject Matter Experts (SMEs) across all Aptive pursuit categories, ask pertinent clarifying questions, and accurately represent the solution in writing. (A public health degree is not mandatory.)

• Exceptional writing, editing, and visual thinking skills.

• Ability to distill complex concepts into clear narratives and graphics under tight deadlines.

• Capacity to manage three to five simultaneous pursuits at different lifecycle stages.
