This is a fully remote position, open to applicants in Philippines.
• The consulting team will spearhead the development of a comprehensive methodology tailored to address key evaluation questions and assess sustainability levels.
• Examine existing documentation related to current and past projects and evaluations.
• Engage with communities, local NGOs, and authorities to define sustainability and local leadership in specific contexts, facilitating the design of the evaluation methodology for Oxfam’s DRR interventions and validating the sustainability domains outlined in this ToR.
• Execute culturally sensitive data collection in Bangladesh, Nepal, Indonesia, and the Philippines as needed.
• Analyze evaluation findings with relevant stakeholders to derive rich insights and context-specific analytical points.
• Compile a comprehensive evaluation report addressing the key evaluation questions, providing credible findings and evidence.
• Disseminate learnings to various audiences and create an uptake plan tailored to each country, guiding Oxfam and partners on subsequent actions and sharing key findings with diverse audiences.
• Possess a minimum of 7 years of experience in monitoring and evaluation (M&E), managing multi-country evaluation projects in Disaster Risk Reduction, Humanitarian efforts, Disaster Preparedness and Response, Resilience, Food Security, and other pertinent areas.
• Have conducted studies, evaluations, or surveys aimed at enhancing understanding and measuring disaster preparedness or humanitarian action.
• Demonstrate extensive knowledge and experience utilizing various M&E approaches and methods, integrating qualitative and quantitative techniques to effectively address evaluation questions.
• Capable of leading and supporting the entire evaluation team, with experience in assembling a team of local evaluators/consultants in the region to collaborate on a multi-country programme evaluation, and providing remote guidance in an effective manner.
• Exhibit strong verbal and written communication skills, alongside interpersonal abilities to convey informative and formative responses to evaluation questions in reports, PPT presentations, and other dissemination materials, while engaging with diverse teams (Oxfam and implementing partners, in-country evaluators, local stakeholders) and community members respectfully and culturally appropriately.
• Proven experience in effectively and visually presenting evaluation findings and learnings through various media, tailored to the target audience, including teams (Oxfam and implementing partners), local and national government bodies, and community members.
• Demonstrated facilitation skills in both online and in-person settings, with the ability to provide a toolbox of facilitation methods for the entire evaluation team.
