Senior Program Manager – Construction

This is a fully remote position, open to applicants in United States.

📋 Description

• Oversee multiple simultaneous construction and infrastructure projects on a global scale.

• Develop strategies for project execution, staffing plans, timelines, budgets, reporting schedules, and performance metrics.

• Assess project status, proactively identify risks, and take action before costs, schedules, quality, or client trust are compromised.

• Guide, mentor, and nurture Project Managers, Superintendents, Site Leads, subcontractors, and independent contractors.

• Assign team members based on project complexity, geographical factors, clearance needs, and individual competencies.

• Set clear expectations, hold teams accountable, and assist with recruiting, onboarding, and performance evaluations.

• Supervise construction operations including site preparation, renovations, infrastructure enhancements, low-voltage systems, communication systems, security infrastructure, mobilization, commissioning, turnover, and project closure.

• Ensure work is executed safely, professionally, and in line with contract specifications.

• Collaborate with the Sales team on construction cost estimating for proposals, task orders, ROMs, fixed-price estimates, and change orders.

• Assist with quantity takeoffs, pricing, subcontractor/vendor quotes, constructability assessments, site visits, and proposal preparation.

• Work with Procurement for formal buyout and purchase processes following project award.

• Manage program-level cost control, budgeting, forecasting, financial reviews, billing milestones, labor utilization, subcontractor performance, and change order management.

• Ensure appropriate documentation, contract adherence, flow-down requirements, and prompt corrective actions.

• Maintain compliance with relevant federal construction regulations, including EM 385-1-1, OSHA, Davis-Bacon, certified payroll, contract documentation, and USACE three-phase quality control where applicable.

• Act as a senior contact for government clients, Contracting Officers, CORs, end users, prime contractors, subcontractors, vendors, and internal management.

• Represent VIRSIG professionally in project meetings, progress reviews, executive presentations, and customer escalations.

• Enhance and refine project management processes, templates, workflows, SOPs, reporting tools, and project controls.

• Support the implementation of systems like Procore or similar tools.

• Assist in developing repeatable processes that enhance VIRSIG's capacity for growth.

• Coordinate with VIRSIG’s Technology/Security program leadership for construction projects involving ESS, access control, video surveillance, communications, or other integrated technology scopes.

• Ensure that construction and technology teams function as a cohesive VIRSIG unit.


⛳️ Requirements

• Bachelor's degree in Construction Management, Engineering, Architecture, Business, Project Management, or a related field.

• PMP, CCM, PE, or equivalent certification.

• At least 8 years of progressive experience in construction project management.

• Minimum of 5 years in leadership roles overseeing project teams, field personnel, subcontractors, or operations.

• Proven experience managing multiple concurrent projects and project managers.

• Strong understanding of construction estimating, scheduling, budgeting, submittals, RFIs, change orders, risk management, and project closeout.

• Experience in managing subcontractors, vendors, and client relationships.

• Exceptional written and verbal communication abilities.

• Availability to work during Eastern and/or Central time zone business hours.

• Willingness to travel to active job sites, client meetings, and pre-proposal site visits as necessary.
