This is a fully remote position, open to applicants in United States.
• Oversee the creation of compliant, competitive, and financially viable cost and price proposals for federal government, non-profit, and commercial opportunities from the review of solicitations to the final submission stage.
• Assess solicitation requirements, contract structures, pricing instructions, assumptions, and proposal risks to formulate effective pricing strategies and recommendations.
• Create, maintain, and refine complex pricing models, cost estimates, and financial analyses to support labor estimates, indirect cost recovery, profitability evaluations, pricing scenarios, and business decision-making.
• Compile cost volumes, Basis of Estimate (BOE) documentation, pricing narratives, assumptions, schedules, and supporting proposal materials that align with both technical and management solutions.
• Analyze subcontractor and vendor proposals, conduct cost and price analyses, and ensure supporting documentation complies with solicitation, compliance, and organizational standards.
• Conduct thorough reviews of pricing models, cost estimates, and proposal submissions by verifying formulas, performing cross-footing and reasonableness tests, and executing vertical and horizontal analyses to guarantee accuracy, consistency, and compliance.
• Take a leading role in refining pricing processes and utilizing data to enhance AI-assisted tools for successful bidding.
• Foster continuous improvement through the development of pricing tools, templates, methodologies, and the responsible application of analytical and AI-enabled technologies to enhance efficiency and proposal quality.
• Examine contract plans and financial performance against the bid, identify risks and trends, and offer financial insights to support contract execution and business outcomes.
• Undertake other related responsibilities as assigned.
• A bachelor's degree in Finance, Business, or a related discipline.
• A minimum of 6 years of relevant professional experience.
• Proficiency in advanced Microsoft Excel and financial modeling techniques.
• In-depth knowledge of FAR, DFARS, CAS, and government contracting principles.
• Proven experience leading pricing strategies for FFP, T&M, Cost-Reimbursement, IDIQ, and various federal contract types.
• Background in developing labor rates, pricing models, subcontractor pricing, contract profitability, and price-to-win analyses.
• Familiarity with Labor Category pricing, including GWAC and IDIQ schedule pricing.
• Experience in preparing cost volumes, BOEs, pricing narratives, and supporting proposal documentation.
• Demonstrated ability to manage multiple concurrent proposal efforts while meeting tight deadlines.
• Strong analytical, problem-solving, communication, and project management capabilities.
• Exceptional attention to detail, proven ability to follow instructions, and a commitment to quality and compliance.
• Intermediate proficiency with Microsoft Office productivity software and collaboration tools like Microsoft Teams and SharePoint.
• Experience in designing, implementing, and enhancing pricing processes, estimating methodologies, pricing standards, and supporting documentation.
• Intermediate knowledge of applying generative AI, automation tools, and structured data techniques for labor estimating, pricing analytics, proposal benchmarking, and decision-making, while ensuring suitable human oversight and quality controls.
