This is a fully remote position, open to applicants in Arizona, +8 more states.
• Act as the technical leader for the CMS Drug Data Processing System (DDPS) and Payment Reconciliation System (PRS) application development team.
• Take ownership of sprint-level delivery execution, mentor developers, and ensure code quality governance.
• Spearhead the development of the Manufacturer Discount Program (MDP) system, GLP-1 business rules, and enhancements directed by CMS.
• Oversee developer workload, manage sprint commitments, and refine the backlog in collaboration with the Solution Architect and Program Manager.
• Lead the development of systems related to invoice processing, disputes, outliers, and reconciliations.
• Supervise legacy system maintenance and oversee the creation of business rules.
• Implement automated testing, peer reviews, secure code reviews, and practices for BDD/TDD.
• Deliver code via the CMS CI/CD pipeline and coordinate releases through the CMS change control board.
• Mentor senior and mid-level Java/AWS developers, perform code reviews, and drive the reduction of technical debt.
• Facilitate AI-assisted development using CMS-approved tools and contribute to the AI Use Case Inventory.
• Engage in PI Planning, sprint ceremonies, and conduct demo presentations for CMS stakeholders.
• A Bachelor’s degree in Computer Science or a related field.
• At least 8 years of experience in software development.
• A minimum of 3 years in a technical lead or team lead position.
• Strong expertise in Java development.
• Proficient in Python.
• Familiarity with Agentic AI or AI-assisted development tools.
• Experience with GitHub, Jenkins/CloudBees, JFrog Artifactory/XRay, SonarQube, and Snyk within CI/CD pipelines.
• Proficient in using Pytest, UnitTest, and conducting database testing with DBFit/FitNesse.
• Experience in enforcing an 80% automated test coverage requirement.
• Knowledge of AWS services including EC2, Lambda, S3, SQS, and API Gateway.
• Experience working in a SAFe Agile environment, including sprint planning, backlog refinement, and PI Planning.
• Ability to successfully pass CMS and internal background checks for public trust.
• Must reside in one of the designated U.S. states: Virginia, District of Columbia, Maryland, Tennessee, Florida, Arizona, Colorado, Oregon, or Texas.
