This is a fully remote position, open to applicants in United States.
• Oversee the complete recruiting lifecycle, from requirement intake through to offer acceptance and onboarding.
• Collaborate closely with hiring managers, program leaders, capture teams, and business development staff.
• Create sourcing strategies aimed at filling challenging and mission-critical roles.
• Conduct candidate screenings, assess qualifications, and engage in compensation discussions.
• Build and sustain a pipeline of TS/SCI professionals.
• Utilize platforms such as ClearanceJobs, LinkedIn Recruiter, referrals, networking events, professional associations, and connections within the intelligence community.
• Identify passive candidates through focused research and outreach tactics.
• Establish and manage talent communities to address ongoing and future hiring needs.
• Act as a trusted advisor to candidates throughout the recruitment journey.
• Forge relationships with military transition programs, veteran organizations, cleared networking groups, and professionals in the intelligence community.
• Represent DSA at recruiting events, career fairs, industry conferences, and networking activities across Northern Virginia.
• Provide insights regarding market trends, compensation, talent availability, competitor activities, and hiring patterns.
• Assist in proposal staffing efforts and identifying key personnel.
• Engage in workforce planning discussions to forecast future hiring requirements.
• Generate recruiting metrics and pipeline reports for leadership review.
• Ensure a high-touch candidate experience from the first contact through to onboarding.
• Maintain ongoing communication with candidates throughout the hiring process.
• Encourage offer acceptance and minimize candidate drop-off through proactive engagement.
• Monitor KPIs including time-to-fill, qualified candidates submitted per requisition, interview-to-offer ratio, offer acceptance rate, offer-to-start conversion rate, cleared pipeline inventory, hiring manager satisfaction, candidate satisfaction, and reduction of revenue-impacting vacancies.
• Bachelor's degree or equivalent experience required.
• Minimum of 5 years of full-cycle recruiting experience.
• At least 3 years of recruiting experience within the Intelligence Community, Department of Defense, or Federal Government contracting environments.
• Proven success in recruiting TS/SCI-cleared professionals.
• Experience in sourcing hard-to-find technical and intelligence talent.
• Strong understanding of security clearance processes and clearance reciprocity.
• Familiarity with applicant tracking systems such as Greenhouse, JobDiva, iCIMS, Lever, Taleo, or similar platforms.
• Exceptional communication, negotiation, and relationship-building skills.
• Ability to work independently while supporting a team dispersed across various locations.
• All hired employees are expected to have experience with Microsoft Copilot and/or an approved equivalent AI solution.
