This is a fully remote position, open to applicants in United States.
• Design and oversee the development of AI Foundations and role-specific learning pathways for VHA personnel.
• Perform healthcare occupational analyses to pinpoint training requirements, establish learning objectives, and create task-learning connections.
• Create course materials, formative and summative assessments, job aids, facilitator guides, and additional instructional resources across eLearning, instructor-led, and blended formats.
• Collaborate with VHA subject matter experts, clinical leaders, and program stakeholders to ensure content accuracy, relevance, and adherence to federal healthcare and Section 508 standards.
• Structure and group learning events into cohesive course frameworks and arrange content to enhance knowledge transfer and skill acquisition.
• Deliver training needs assessments, instructional design suggestions, and project progress reports to government stakeholders.
• Utilize stakeholder input to continually enhance learning solutions and program results.
• Spearhead the design and development of AI-centric learning programs that promote responsible AI adoption throughout the VHA workforce.
• At least 8 years of experience in instructional system design, curriculum development, or a similar learning and development field.
• A Bachelor's degree (BA/BS) in Instructional Design, Educational Technology, Curriculum Development, or a related discipline is mandatory.
• Experience working in complex, multi-stakeholder environments.
• Previous experience assisting federal agency clients, preferably within the Department of Veterans Affairs, Veterans Health Administration, or other federal healthcare or health IT programs.
• Capability to obtain and maintain a VA Personal Identity Verification (PIV) credential.
• Ability to successfully complete a VA background investigation.
• Must fulfill VA information security and privacy access criteria before onboarding.
• Must be authorized to work in the United States without sponsorship, both now and in the future.
• Proven proficiency with ADDIE, SAM, or similar instructional design frameworks.
• Experience using eLearning authoring tools like Articulate Storyline/Rise or Adobe Captivate.
• Familiarity with Learning Management Systems (LMS).
• Experience in designing training content related to AI, data literacy, or health informatics for clinical or administrative healthcare audiences.
• Knowledge of VHA Talent Management System (TMS), VA Learning University (VALU) standards, or federal training compliance requirements.
• Understanding of Section 508 accessibility standards and the ability to create fully accessible digital learning materials.
• Experience applying learning analytics or evaluation models such as the Kirkpatrick Model.
• An advanced degree (MA/MS) in Instructional Design, Educational Technology, or a related field is preferred.
