This is a fully remote position, open to applicants in United States.
• Oversee the implementation of a new API gateway platform and an incremental API migration strategy.
• Set up, configure, and integrate the new API gateway platform in IRS-approved settings upon Government authorization.
• Configure services, routes, consumers, plugins, policies, certificates, and patterns for environment promotion.
• Design and implement a phased API Migration Wave Plan for around 255 APIs.
• Organize migration waves and establish equivalent routing, policies, authentication, transformation, logging, and telemetry.
• Conduct dual-run operations with IBM webMethods and the new gateway operating simultaneously.
• Ensure rollback readiness, address defects, verify routing, and coordinate between consumers and providers.
• Confirm functional, connectivity, regression, security, performance, and observability criteria for each migrated API wave.
• Generate test evidence and rollback documentation.
• Integrate the new platform with IRS identity, security, monitoring, CI/CD, change management, and incident management processes.
• Assist in the retirement and decommissioning planning for IBM webMethods following Government approval.
• Create Installation and Configuration Packages, API Migration Wave Packages, and Dual-Run Operations Reports.
• Over 5 years of experience with enterprise API gateway platforms; specific product experience is essential.
• Familiarity with Kong, Apigee, MuleSoft Anypoint API Manager, Microsoft Azure API Management, AWS API Gateway, IBM API Connect, Red Hat 3scale, Axway Amplify, WSO2 API Manager, Tyk, or similar platforms.
• Experience in API migration, including inventory and classification, wave planning, configuration equivalence, dual-run operations, rollback readiness, and coordination between consumers and providers.
• Understanding of API authentication, authorization, OAuth2, Zero Trust principles, rate limiting, transformation, logging, and telemetry.
• Preferred experience with IBM webMethods API Gateway or similar platforms.
• Direct experience with IRS D&PE, TCS, PBBA, PTS, or comparable IRS middleware programs is desirable.
• Active IRS Minimum Background Investigation (MBI) is required.
• U.S. Citizenship is mandatory.
• Must fulfill eligibility requirements for access to classified information and obtain a government-granted security clearance.
