This is a fully remote position, open to applicants in United States.
• Leadership in Requirements & Functional Analysis
• Facilitate intricate requirements gathering sessions with Government stakeholders, subject matter experts, and executive leadership utilizing structured techniques like interviews, workshops, and document analysis.
• Convert business, operational, and compliance needs into well-defined functional and non-functional requirements.
• Manage the complete requirements lifecycle from initial discovery to production deployment with the help of Confluence and Jira.
• Break down system capabilities into epics, features, and detailed user stories along with acceptance criteria adhering to Agile delivery methodologies.
• Ensure bidirectional traceability in Jira between requirements, design artifacts, test cases, acceptance criteria, and release deliverables.
• Participate actively in sprint planning, backlog refinement, release planning, and user acceptance testing.
• Assist the Product Owner in prioritizing the backlog in accordance with mission value and operational impact.
• Confirm that acceptance criteria and test scenarios recorded in Jira are adequate for internal QA/Test execution and oversee the transition of validated stories to stakeholder QAT events.
• Collaborate with QAT/UAT stakeholders to facilitate testing, verify functional outcomes against documented requirements, and manage defect or change requests through the appropriate Jira boards.
• Evaluate user feedback and system performance metrics to guide feature improvements and ongoing enhancement.
• Create clear and concise technical documentation, draft training materials, and prepare executive-level briefings.
• Collaboration in Cloud & Technical Environments
• Partner with AWS cloud development teams to support Ruby on Rails backend services, React front-end applications, PostgreSQL databases, and GraphQL APIs.
• Provide functional context during design discussions regarding data models, database structures, access control requirements, and role-based entitlement needs.
• Offer functional insights on data modeling, database design considerations, and API schema structures.
• Work closely with UI/UX designers to ensure user-centered design principles are integrated into requirements and assist in creating wireframes or prototypes as necessary to validate stakeholder intent.
• Support integration patterns using AWS services such as CloudWatch, SQS, and SNS.
• Take part in architecture and design reviews to ensure alignment with mission scalability and performance criteria.
• Collaborate within a DevSecOps pipeline supporting CI/CD, automated testing, and secure release management.
• Address Security, Compliance & Risk Management
• Ensure that requirements include DoD security controls, role-based access controls, and least-privilege models.
• Identify functional risks, integration gaps, and system impacts; propose mitigation strategies.
• Participate in audit readiness and ATO sustainment initiatives.
• Engage Stakeholders
• Act as a trusted advisor to Government leadership, technical teams, and cross-functional stakeholders.
• Present functional briefings and facilitate training sessions for both technical and non-technical audiences.
• Foster transparent communication and collaborative problem-solving among distributed teams.
• Must be a US Citizen, with the ability to pass an IT-II background check; active Secret clearance is preferred.
• At least eight (8) years of progressive experience in functional analysis, business systems analysis, or requirements engineering for federal IT systems.
• Proven experience supporting AWS cloud-native application development environments.
• Familiarity with Agile or DevSecOps delivery environments utilizing Confluence and Jira.
• Demonstrated experience in creating workflow diagrams, data flow diagrams, interface specifications, and requirements traceability matrices.
• Strong analytical and systems-thinking skills with exceptional attention to detail.
• Excellent written and verbal communication abilities, including experience presenting to executive-level stakeholders.
• A Bachelor’s degree in Computer Science, Information Systems, or a related field (or equivalent professional experience).
