This is a fully remote position, open to applicants in United States.
• Manage Freedom of Information Act (FOIA), FOIA Appeals, and Privacy Act requests.
• Review, analyze, and process incoming FOIA and Privacy Act inquiries.
• Evaluate requests for suitable processing and coordinate intake activities.
• Input requests and correspondence into FOIA Xpress, FSA tracking systems, FIMS, and other workflow tools.
• Collaborate with Department program offices to acquire responsive records and address request issues.
• Communicate with requesters regarding scope, costs, identity verification, and processing matters.
• Monitor cases and complete actions within statutory, regulatory, and Department time limits.
• Examine responsive records and decide on treatment under FOIA and Privacy Act obligations.
• Implement redactions using the nine FOIA exemptions.
• Handle complex FOIA requests and make disclosure decisions.
• Draft interim and final response letters and memoranda.
• Utilize case law, Department policy, regulations, procedures, and guidance in disclosure decisions.
• Manage FOIA Appeals and review case records, prior decisions, responsive documents, and exemption applications.
• Maintain appeal documentation and correspondence.
• Provide regulatory guidance, technical advice, and analytical support.
• Analyze information, resolve complex processing challenges, and offer recommendations.
• Aggregate and evaluate data for reporting and management decisions.
• Ensure compliance with federal information management and privacy requirements.
• Communicate progress and performance issues to the COR and FSA FOIA management.
• Produce accurate written work products using Department formats, terminology, and procedures.
• Assist with analytical reporting and other FOIA program functions.
• Create Microsoft Word, Excel, PowerPoint, and related work products.
• Maintain accessible records and safeguard sensitive government and privacy-related information.
• Conduct quality checks on case data, correspondence, redactions, and deliverables.
• Operate independently with minimal input from program leadership.
• Perform additional FOIA and Privacy Act support tasks.
• Bachelor's degree.
• At least 3 years of Federal service or equivalent public/private sector experience in managing and/or responding to FOIA/Privacy Act requests.
• Proven expertise in using and applying the major FOIA exemptions.
• Experience in handling complex FOIA requests.
• In-depth knowledge and application of FOIA and Privacy Act laws, regulations, policies, procedures, and guidance.
• Advanced experience with FOIA Xpress and related technologies.
• Background in processing FOIA Appeals.
• Experience in reviewing responsive records and applying necessary redactions.
• Ability to work independently at a high-performance level with minimal supervision.
• Strong written and verbal communication skills.
• Applicants must fulfill Department contractor security vetting and background investigation criteria.
• Employment is contingent on final Government approval and successful completion of applicable requirements.
• U.S. citizenship is required since the role supports the federal government.
• Must comply with federal drug-free workplace standards.
