This is a fully remote position, open to applicants in Virginia.
• Act as a recognized expert in the field of economic mobility research, particularly in areas such as TANF, workforce/job readiness, child support, food security, and other related human services programs.
• Oversee the design, execution, and management of comprehensive research and evaluation initiatives.
• Supervise and mentor multidisciplinary research teams.
• Offer strategic direction to research and technical assistance teams.
• Develop research agendas, methodologies, and evaluation frameworks.
• Recognize and pursue new opportunities that align with ICF’s mission.
• Convert complex research findings into actionable insights for policymakers, practitioners, and stakeholders.
• Encourage innovation and high performance within multidisciplinary teams.
• Contribute to thought leadership through publications, presentations, and engagement with the broader sector.
• An advanced degree in political science, public policy, sociology, economics, or a related social science discipline; a PhD is preferred.
• Over 20 years of experience in leading research, evaluation, and policy initiatives focused on economic mobility and family well-being.
• Established peer-reviewed publications and recognized thought leadership in economic mobility research.
• Proven expertise in collaborating with federal, state, or local human services programs.
• Demonstrated capability to lead and influence within complex, fast-paced, and matrixed environments.
• Strong strategic thinking skills, with the ability to balance overarching vision with detailed execution.
• Exceptional analytical, problem-solving, and decision-making skills.
• Excellent written and verbal communication abilities.
• A track record of peer-reviewed publications, technical writing, and executive-level presentations.
• Capacity to drive business growth, develop partnerships, and navigate federal and state procurement systems.
• Highly organized, capable of managing multiple priorities while delivering high-quality work on schedule.
• Comfortable with flexible, on-call work arrangements ranging from 0 to 20 hours per week.
• Flexible, on-call work arrangements (0–20 hours/week).
