This is a fully remote position, open to applicants in France.

📋 Description

• Assist IIPE-UNESCO teams in the execution of the country-level program aimed at enhancing the PPBSE chain and education financing.

• Play a role in assessing the PPBSE chain and public financial management (PFM), as well as in monitoring and evaluation, and gender-responsive planning frameworks at both central and local levels, contributing to the development of reform roadmaps.

• Aid in the design, revision, and alignment of PPBSE chain instruments (CDMT/DPPD, PAPB/PATB, PAAB/PTA, PAA, PAP, RAP, procedure manuals, reporting templates).

⛳️ Requirements

• A minimum of a Master’s degree in economics, public finance, public policy, public sector management, education planning, or a related discipline.

• At least 10 years of professional experience in education planning and financing within low- or middle-income country settings.

• Demonstrated expertise in public financial management (PFM) as it pertains to education, the PPBSE chain, and program budgeting (CDMT/DPPD, GAR, budget cycle).

• Extensive experience in monitoring and evaluation as well as in education management information systems (including data production, data quality, analysis and use; management dashboards).
