📋 Description

• **Your Responsibilities**

• Growth Strategy & Market Expansion

• - Propel growth in security cooperation and adjacent DoW mission areas, encompassing COCOMs, DSCA, and related stakeholders

• - Identify, qualify, and shape opportunities in advisory, analytics, program support, and digital solutions

• - Cultivate and enhance relationships with key mission buyers, partners, and stakeholders

• - Convert market insights into clear, actionable growth strategies linked to revenue objectives

• - Act as a thought partner to leadership in exploring and crafting strategies for non-government and alternative funding opportunities

• Pipeline Ownership

• - Take ownership and actively manage a high-quality, actionable pipeline from initial identification to award

• - Maintain disciplined CRM tracking with defined next steps, risks, and winning strategies

• - Facilitate pipeline reviews and prioritization discussions in collaboration with leadership and delivery teams

• Capture Leadership (Winning Work)

• - Direct capture efforts from start to finish, focusing on early positioning and pre-RFP engagement

• - Utilize existing and developing relationships with government counterparts to generate and shape new business leads

• - Transform early-stage leads into structured pursuit strategies with clear next steps, timelines, and responsibilities

• - Develop winning themes based on client needs, competitive positioning, and distinct offerings

• - Assist in bid/no-bid decisions and ensure focus on high-probability, strategically aligned opportunities

• Proposal & Deal Execution

• - Lead and/or meticulously manage proposal processes from kickoff to submission, ensuring clear roles, deadlines, compliance, and quality control

• - Convert capture strategies into compelling proposal content, solutions, management approaches, staffing concepts, and winning themes

• - Coordinate contributors, reviewers, pricing inputs, past performance, resumes, and partner materials to ensure proposals move efficiently and professionally

• - Keep the team focused on producing submissions that are compliant, competitive, persuasive, and grounded in Q2IMPACT’s unique advantages

• Strategic Partnering

• - Establish and maintain relationships with primes, subcontractors, and vehicle holders

• - Assist in identifying and securing strong teaming positions early in the pursuit lifecycle

• - Collaborate with leadership to determine when to pursue opportunities as a prime contractor or through partnerships


⛳️ Requirements

• - **What Distinguishes You (Required)**

• - Over 10 years of experience in federal business development, capture, or growth leadership within DoW or national security sectors

• - Proven success in securing federal contracts and expanding portfolios

• - Direct experience in security cooperation settings (DSCA, COCOMs, FMS, or related)

• - Demonstrated expertise in pre-RFP shaping, capture execution, and proposal support

• - Strong knowledge of federal acquisition and contract vehicles (IDIQs, GWACs, etc.)

• - Established connections with government stakeholders and industry partners

• - Ability to manage multiple concurrent pursuits independently while collaborating across teams

• - Experience in small to mid-sized federal contracting environments

• - **Highly Desired**

• - Experience supporting or securing work with DSCA and/or COCOMs

• - Background in security cooperation, AM&E, knowledge management, staffing support, or institutional support

• - Familiarity with OTAs and alternative acquisition pathways

• - Active Secret clearance
