📋 Description

• Manage centralized portfolios for capital and infrastructure projects, focusing on performance, schedules, budgets, and risks.

• Perform risk assessments and proactively identify challenges that may impact project delivery.

• Evaluate project management reports, milestones, and implementation strategies.

• Collaborate with finance, engineering, facilities, project management, and other cross-functional teams.

• Prioritize infrastructure investments based on business requirements, financial implications, and organizational objectives.

• Create and maintain portfolio reports, dashboards, heat maps, and centralized planning models.

• Provide project updates, portfolio health assessments, financial performance insights, risks, and recommendations to senior leadership.

• Ensure portfolio governance and compliance with planning, financial management, policy, and compliance processes.

• Assist in the complete execution of capital investments across RTX facilities and infrastructure.

• Validate capital appropriation workbooks, funding sources, business cases, budgets, schedules, and forecasts.

• Oversee capital intake, triage, and gate review processes while facilitating decision-making forums.

• Conduct NPV, IRR, LCCA, and ROI analyses to assess investment options and establish priorities.

• Monitor undistributed budgets, risks, opportunities, and Annual Operating Plan performance.

• Contribute to rolling forecasts spanning three to five years and develop long-term five-year plans.

• Manage the enterprise backlog and pinpoint trends related to degradation, capacity, and operational risks.

• Enhance data flows from CMMS, condition assessments, reliability indicators, and risk registers.

• Establish and uphold standards for project justification and OPEX/CAPEX documentation.

• Work in partnership with Engineering, Reliability, Facilities, Finance, Procurement, Strategy, and regional transformation teams.

• Facilitate strategic, cost-effective investments that minimize Total Cost of Ownership and ensure long-term mission continuity.


⛳️ Requirements

• At least 8+ years of experience in prioritizing capital investments.

• Bachelor’s degree in Engineering, Finance, Facilities, Business Administration, Computer Science, or a related field, or an equivalent combination of relevant work experience and education in lieu of a degree.

• 5+ years of experience interacting with real estate, engineering, operations, business management, financial management, portfolio management, project management, and/or aviation program leadership.

• 5+ years of expertise in budgeting, capital planning, portfolio management, asset management, facilities engineering, and/or FP&A.

• 3+ years of experience in advanced data analytics, predictive modeling, CMMS, investment planning tools, enterprise risk platforms, Python, and visualization tools such as Power BI and Tableau.

• 2+ years of advanced modeling skills using NPV, IRR, LCCA, and ROI methodologies.

• Strong understanding of GAAP, direct and indirect costs, capital investment policies, financial compliance, and the concept of the "color of money."

• Proven ability to evaluate project plans, validate assumptions, identify risks, ensure financial compliance, and support execution as per the plan.

• Familiarity with architectural, civil, electrical, and mechanical infrastructure.

• Proficient in Excel and business intelligence tools like Tableau and Power BI.

• Experience in interpreting condition assessments, reliability indicators, risk registers, and MEP infrastructure inputs.

• Familiar with facility and utility infrastructure, building systems, asset lifecycle degradation, and reliability engineering concepts including FMEA, RCM, and MTBF.

• Experienced in enterprise risk management, hazard identification, mitigation tracking, and proactive risk assessment methodologies.

• Background in operating model design, change management, budget planning, executive-level presentations, and standardized investment frameworks.

• U.S. citizenship is required, as only U.S. citizens are authorized to access certain necessary systems.
