Proposal Solutions Architect – VA Account

This is a fully remote position, open to applicants in District of Columbia, +2 more states.

📋 Description

• Lead the development of technical solutions and architecture strategies for the Department of Veterans Affairs (VA) and federal healthcare projects.

• Collaborate with Business Development, Capture Managers, Proposal Managers, and technical leaders to create effective technical strategies and unique solutions.

• Write and review technical proposal sections, management strategies, executive summaries, oral presentations, and other proposal materials.

• Perform research on customers, competitors, and market trends to confirm requirements, identify competitive advantages, and enhance winning strategies.

• Conduct interviews with Subject Matter Experts (SMEs) and technical teams to collect solution details and convert intricate concepts into clear and persuasive proposal content.

• Design solution architectures, implementation strategies, staffing plans, transition plans, and cost-informed technical recommendations.

• Ensure proposal submissions are compliant, compelling, technically sound, and aligned with solicitation requirements and evaluation criteria.

• Assist in proposal reviews, color team assessments, and executive reviews, incorporating feedback while adhering to proposal timelines.

• Develop and conceptualize technical graphics, workflows, solution diagrams, and architecture illustrations that effectively convey key concepts and value propositions.

• Act as a trusted advisor during capture efforts, solution shaping, customer interactions, and strategic growth initiatives.

• Assume additional tasks and responsibilities as necessary to support team goals and ensure project success.

⛳️ Requirements

• Bachelor’s degree in Computer Science, Information Technology, Engineering, Management Information Systems, or a related technical field.

• Over 10 years of experience in supporting large-scale federal healthcare IT programs, enterprise architectures, software development, systems integration, cloud modernization, or infrastructure solutions.

• More than 7 years of experience in federal business development, capture management, proposal solution development, technical volume creation, and proposal writing.

• Proven experience with Department of Veterans Affairs (VA) opportunities, including knowledge of VA organizational structure, acquisition processes, and healthcare modernization efforts.

• Strong capability to translate complex technical solutions into clear, customer-centric, and evaluator-friendly proposal content.

• Experience in developing solution architectures for cloud, application modernization, data management, interoperability, cybersecurity, DevSecOps, and enterprise IT environments.

• Demonstrated ability to lead technical discussions, facilitate solution workshops, and foster consensus among technical and business stakeholders.

• Excellent written and verbal communication skills with a keen attention to detail and proposal quality.

• Experience meeting tight proposal deadlines while ensuring accuracy, compliance, and responsiveness.

• Strong analytical, strategic thinking, leadership, and relationship management abilities.
