This is a fully remote position, open to applicants in Pennsylvania.
• Oversee and coordinate the entire proposal development process in line with current Framatome procedures and industry standards.
• Manage the preparation of bids and tenders, including formal approval of scope, schedule, pricing, and risk in accordance with the Framatome Delegation of Authority governance.
• Collaborate with technical teams and solution architects to accurately meet customer requirements and clarify details to eliminate ambiguity.
• Gather all necessary information from stakeholders, including but not limited to Engineering, Quality, Finance, Project Management, Supply Chain, Legal, and Finance.
• Develop the technical cost foundation, which includes equipment, engineering hours, testing, and project execution model for standardized modules/products.
• Identify technical and execution risks and integrate mitigation strategies into the proposal development process.
• Work closely with Finance and Commercial teams to explore cost optimization options.
• Efficiently manage the proposal development timeline to meet required submission deadlines, including securing necessary internal approvals.
• Enhance templates, cost models, and standard solution methodologies to shorten bid cycle times and improve consistency.
• Document lessons learned from each proposal to strengthen future submissions.
• May assist Project Managers with Change Orders on existing projects.
• Lead the transition from the project bid phase to contract award and facilitate the internal kickoff with the PM team.
• Bachelor’s degree in Electrical Engineering, Nuclear Engineering, Systems Engineering, or a related discipline.
• At least 4 years of relevant experience in Nuclear Instrumentation and Controls.
• Proven experience in leading technical proposals.
• Exceptional communication and coordination abilities across technical and commercial teams.
• Strong skills in technical writing and documentation.
• Demonstrated understanding of the Company's products and service offerings.
• Ability to collaborate effectively with all levels of staff and management.
• Familiarity with the sales process and relevant tools (e.g., SPEAK).
• Experience in supporting Nuclear utility customers and OEMs.
