This is a fully remote position, open to applicants in Arizona, +1 more state.
• Execute capture activities for every pursuit utilizing Shipley best practices, opportunity qualification, customer and competitor intelligence, gate reviews, win strategies, teamwork, and price-to-win tactics.
• Take ownership of the entire proposal development process: kickoff, compliance matrix, outline, content planning, color-team reviews (pink, red, gold, white-glove), production, and final submission.
• Compose the executive summary and key volumes related to technical, management, and past performance; coordinate contributions from Subject Matter Experts (SMEs) and partners for the remaining content.
• Create and manage a content library, a past-performance database, and a set of capability statements that enhance eVisit’s win rate over time.
• Collaborate with the Federal Account Executive on capture strategies; work with operations on service delivery; engage with prime contractors regarding teaming and vehicle routing.
• Conduct lessons-learned sessions following each submission; implement win/loss and pipeline conversion analytics; report capture and proposal Key Performance Indicators (KPIs) to leadership.
• Represent eVisit at industry events, capability briefings, and partner conferences when relevant opportunities arise.
• Monitor and manage essential success metrics, including but not limited to:
• - Volume of submitted proposals and on-time submission rates
• - Win rate over the trailing 12 months
• - Compliance matrix scores in relation to government evaluation models
• - Pipeline conversion rates (from capture-qualified to submitted to awarded)
• Bachelor’s degree or comparable operational experience. Veterans and former federal acquisition professionals (KO / COR / PM) are strongly encouraged to apply.
• Training in Shipley capture-and-proposal methodologies is required (Shipley BD 101, Capture Planning, Proposal Development, or equivalent). APMP Foundation or Practitioner certification is preferred.
• A minimum of 7 years of combined experience in federal capture and proposal. Profiles focusing solely on capture or proposal will not be considered; hybrid experience is essential.
• Proven track record of leading at least 10 federal proposal submissions with a defendable win-rate in interviews.
• Proficient understanding of federal acquisition processes: FAR / DFARS, GSA Schedule, SEWP, CIO-SP3/4, OASIS+, IDIQ task orders, OTAs, and sole-source justifications.
• Must be a capable writer — able to draft a compliant executive summary and technical volume independently, without a dedicated writing team.
• Fluency in Shipley methodology (Capture Planning, Proposal Development Lifecycle, color teams).
• Skilled in constructing compliance matrices and interpreting government evaluation models.
• Strong technical and executive writing skills.
• Experience with proposal collaboration tools (Microsoft Word at scale, SharePoint, Loopio, Responsive, or equivalent).
• Ability to coordinate stakeholders across SMEs, primes, channel partners, and contracts/legal departments.
