This is a fully remote position, open to applicants in Virginia.
• Oversee assigned Federal proposals from the release of solicitations through to their submission.
• Evaluate solicitation instructions, assessment criteria, attachments, amendments, and contractual obligations.
• Create and manage proposal timelines, compliance matrices, annotated outlines, proposal strategies, action trackers, and responsibility assignments.
• Organize and lead proposal kickoffs, daily stand-ups, working sessions, solution discussions, and review meetings.
• Coordinate the efforts of writers, reviewers, solution leads, pricing, contracts, and production resources to ensure milestone completion.
• Monitor open actions, dependencies, content gaps, and resource limitations; address routine issues and escalate significant risks.
• Oversee final editing, formatting, quality assurance, and submission processes.
• Incorporate win themes, differentiators, customer priorities, and supporting evidence throughout proposals.
• Develop outlines that correlate solicitation requirements and evaluation factors with Titan’s solutions, experiences, and evidence.
• Write, edit, and revise proposal content as necessary.
• Coordinate executive summaries, management and technical methodologies, staffing and transition plans, past performance, resumes, and corporate experience sections.
• Facilitate Pink, Red, Gold, and other reviews; compile feedback, assign follow-up actions, and confirm approved modifications.
• Conduct final reviews across technical, contractual, and pricing volumes.
• Act as the primary coordination point for assigned proposal teams.
• Maintain proposal files, manage version control, templates, reusable content, resumes, past performance references, and knowledge assets.
• Document lessons learned and assist in updating proposal tools, templates, and operational practices.
• Minimum of 4 years of experience in Federal proposal development.
• Direct involvement in managing proposal schedules, compliance, reviews, and production processes.
• Experience supporting proposals from the solicitation release to the final submission stage.
• Familiarity with Federal RFPs, RFIs, RFQs, task orders, IDIQs, and proposal compliance requirements.
• Excellent writing and editing capabilities.
• Ability to enhance content produced by both technical and non-technical contributors.
• Capacity to manage deadlines, follow up on obligations, and keep accurate proposal records.
• Strong proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.
• Ability to work independently and coordinate distributed teams in a fast-paced, deadline-driven environment.
• Bachelor’s degree or a relevant combination of education and experience.
• Experience with Department of Defense and Federal Civilian opportunities is advantageous.
• Familiarity with task order proposals and Federal GWAC or IDIQ vehicles is a plus.
• Experience supporting enterprise IT, managed services, data analytics, systems engineering, cybersecurity, or contact center operations proposals is beneficial.
• Experience facilitating formal proposal reviews and managing comment resolutions is advantageous.
• Familiarity with Microsoft Teams, SharePoint, Loop, Smartsheet, or similar platforms is a plus.
• APMP Foundation-level certification or demonstrated knowledge of APMP practices is a plus.
• An active U.S. Government security clearance is a plus.
