This is a fully remote position, open to applicants in United States.
• Oversee the capture and proposal strategy throughout the procurement life cycle to secure new and existing Medicaid business.
• Collaborate with Growth, Health Plan leadership, Subject Matter Experts, Business Development, Strategy, and Content teams during procurements.
• Prepare the business for forthcoming procurements and drive strategies to innovate or differentiate product offerings.
• Coordinate requirements for market entry, developing market-specific solutions, priorities, and winning themes.
• Conduct research on state contracts, previous RFPs, manuals, statutes, and health plan documents.
• Create RFP analyses that include competitive and market research, as well as post-evaluation debriefing assessments.
• Manage high-visibility projects and formulate responses to Medicaid procurements.
• Develop and maintain capture and proposal schedules, milestones, deliverables, and project management processes.
• Foster cross-functional communication, reporting, decision-making, and risk resolution.
• Review responses for strategic content, work collaboratively with writers, and craft written RFP responses.
• Ensure that final products align with RFP requirements and uphold quality standards.
• Oversee the Q&A process, including managing questions, answers, amendments, and communications with functional areas.
• Assist with oral presentations, clarifications, proposal revisions, and BAFOs.
• Coordinate production activities with external print vendors.
• Manage and maintain the SharePoint site.
• Facilitate the transition to the implementation team and enhance repeatable capture and proposal processes and tools.
• Execute other related duties as assigned.
• A Bachelor's degree is required; equivalent years of relevant work experience may be considered in lieu of the required education.
• A minimum of five (5) years of experience in capture and/or proposal management is required.
• Experience in Medicaid managed care is preferred.
• Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, Visio, SharePoint, and Adobe Professional.
• Exceptional written and verbal communication skills.
• Strong command of the English language.
• High competency in meeting preparation, organization, and reporting.
• Ability to work independently as well as collaboratively within a team environment.
• Capacity to thrive in deadline-driven settings.
• Effective listening and critical thinking abilities.
• Strong problem-solving skills with a keen attention to detail.
• In-depth knowledge of capture and proposal management.
• Ability to juggle multiple priorities and work under tight deadlines.
• Accurate and efficient typing skills.
• Excellent interpersonal skills and a high level of professionalism.
• Ability to maintain strict confidentiality, professionalism, and discretion.
• PMP certification or project management experience is preferred.
• General office environment; may require sitting or standing for extended periods.
• Flexibility to work evenings, weekends, and/or holidays as necessary to meet deadlines.
• Up to 25% travel may be required.
