This is a fully remote position, open to applicants in Virginia.
• Oversee the complete proposal process for government solicitations, ensuring adherence to compliance and quality standards.
• Work in collaboration with Business Development teams to formulate effective strategies and integrate key messaging.
• Examine RFPs and associated documents to produce compliant proposal materials.
• Evaluate Section L (instructions) and Section M (evaluation criteria), create and maintain compliance matrices, and conduct color team reviews (Pink, Red, Gold) leading to final production and timely submission.
• Offer guidance and coaching on persuasive writing techniques to engage teams and subject matter experts.
• Organize proposal meetings and events, overseeing discussions and materials.
• Assist with solution reviews and contribute to the development of strong statements.
• Oversee proposal timelines, assignments, and deliverables, ensuring compliance with deadlines.
• Maintain proposal libraries and keep abreast of relevant platforms and tools.
• Understanding of the Federal Procurement Process and the FAR.
• Experience in leading or supporting proposals for Civilian (Civil) and/or Department of Defense (DoD) agencies.
• Proven track record of managing proposals across various contract types and vehicles, including Task Orders (TOs), Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Blanket Purchase Agreements (BPAs), and Other Transaction Authority (OTA) agreements.
• Exceptional writing, editing, verbal communication, and presentation skills.
• Proficiency in Word, Excel, PowerPoint, Outlook, and SharePoint, with the capability to utilize web applications for collaboration and tracking.
• Strong organizational skills, meticulous attention to detail, and the ability to operate with minimal supervision.
• Experience with proposal compliance audits and providing project solutions to federal clients.
• Ability to give clear, concise instructions and organize substantial amounts of information.
• Capacity to work collaboratively in a team setting and meet deadlines.
• Resilience and the ability to handle stress, coupled with a sense of humor to navigate challenging situations.
• It would be advantageous if you also had:
• Experience in coordinating multiple proposal efforts at the same time.
• Strong time management, organizational, and prioritization abilities.
• Expertise in the MS Office suite and PDF applications.
• Proven ability to multitask, operate in a fast-paced environment, and deliver quality outputs.
• APMP certification (Foundation, Practitioner, or Professional) or formal Shipley proposal training.
• Familiarity with GWACs, the GSA Multiple Award Schedule (MAS), and agency-specific IDIQ vehicles, including past performance and pricing volume coordination.
