This is a fully remote position, open to applicants in United States.
• The Proposal Manager is responsible for the daily operations related to the development, writing, and management of proposals.
• Facilitate the proposal development process by coordinating the entire lifecycle of proposals (e.g., organizing kickoff meetings, tracking proposal progress, and submitting final proposals).
• Create and revise proposal compliance matrices, writing schedules, boilerplate content, and proposal templates.
• Customize past performance tables for inclusion in proposals.
• Prepare past performance questionnaires for proposals.
• Format resumes to meet proposal requirements.
• Lead color team reviews, annotate proposal drafts, and implement actions post-meeting.
• Assist in updating boilerplate proposal content.
• Generate proposal content and draft proposals that provide accurate, concise, and customer-focused responses, ensuring strict compliance with RFP/RFQ requirements.
• Define roles and responsibilities for proposal writing and organize writing assignments.
• Carry out compliance reviews and quality control checks for proposal submissions.
• Collaborate with the business capture team to collect resumes, develop organizational charts, and finalize annex sections for technical proposals.
• Conduct thorough reviews and quality control for proposal submissions.
• Ensure that proposal content meets the requirements outlined in RFPs.
• Coordinate with the technical team and proposal writers to ensure that internal deadlines are adhered to.
• Oversee the production and delivery of proposals, focusing on printing, formatting, and execution of bid documentation while adhering to submission requirements.
• Provide supporting data to enhance the proposal.
• Manage the submission of final proposals for RFPs, RFQs, RFIs, and Best and Final Offers.
• Support the updating and maintenance of proposal and new business development materials.
• Generate technical white papers and respond to RFIs, RFPs, and RFQs.
• Participate in weekly BD/Capture calls and opportunity review meetings, take notes, and update the pipeline.
• The responsibilities of this role may evolve based on business needs.
• A minimum of 6 years of experience directly related to this role.
• Strong understanding of the federal business development/capture lifecycle and the RFI/RFP processes.
• Proficient in MS Word, Excel, PowerPoint, and Outlook.
• Exceptional proposal writing skills tailored for professional services proposals.
• Skilled in Acrobat, MS Teams, and Zoom.
• Proficiency in graphic design and desktop publishing is a significant advantage.
• Familiarity with GovWin, FPDS, and SAM.gov is preferred.
• Outstanding interpersonal abilities.
• Excellent written and verbal communication skills.
• Proven experience collaborating with senior staff and executives in a fast-paced, high-pressure environment.
• Ability to work both independently and collaboratively within teams effectively.
• Capable of working productively with minimal supervision.
• Must be proactive and willing to learn on the job.
• Exceptional organizational and time management capabilities, attention to detail, and the ability to manage tight deadlines and competing priorities.
• Willingness to work outside of regular business hours when necessary to meet deadlines.
• Interested in advancing within the fields of business development, capture, and/or proposal development.
