This is a fully remote position, open to applicants in United States.
• Oversee the complete proposal process from pre-RFP positioning to post-submission activities, ensuring compliance with MSM's standard operating procedures.
• Evaluate RFPs, RFIs, and RFQs to create compliant outlines, compliance matrices, and proposal timelines.
• Organize all proposal meetings (such as Kick-off, Daily Stand-ups, Color Reviews) and coordinate efforts with Subject Matter Experts (SMEs), pricing teams, external partners, and executive leadership.
• Manage proposal resources, monitor action items, and guarantee that all deadlines are met without sacrificing quality.
• Compose, edit, and integrate non-technical and management proposal volumes.
• Craft compelling Executive Summaries, Introductions, Management Approaches, Transition Plans, and Past Performance narratives.
• Incorporate light technical content by sourcing, customizing, and updating MSM’s existing library of written boilerplate and capability statements.
• Work closely with SMEs and leadership to capture strategic win themes, differentiators, and operational methodologies, translating these into clear and persuasive proposal writing.
• Conduct thorough editing and proofreading of all proposal volumes (including technical sections authored by SMEs) for clarity, grammar, tone, coherence, and strict adherence to solicitation instructions (Section L & M).
• A minimum of 4 years of experience in federal government proposal management and writing is required.
• An IT background is essential.
• Proficiency in AI tools for proposal development and compliance is necessary.
• Experience with Federal Government contracting is required.
• A comprehensive understanding of the federal procurement process (FAR) and experience in bidding on DoD and Civilian agency contracts is essential.
• Demonstrated ability to understand high-level IT and cybersecurity concepts to effectively integrate existing technical boilerplate into cohesive proposal narratives.
• Exceptional skills in project management, organization, and time management with the capacity to manage multiple concurrent proposals.
• Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe products is required.
• Outstanding facilitation and organizational skills are necessary.
• Excellent written and verbal communication skills; expert-level proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint/proposal management software.
• Strong customer service skills to engage a range of stakeholders and facilitate their participation.
• Self-motivated with the ability to manage multiple priorities simultaneously.
• Willingness to work outside of traditional hours and occasionally on weekends as needed.
• A strong passion for winning is essential.
• A Bachelor’s degree in a Computer/Engineering field, Communications, English, Social Science, or a technical discipline related to the aforementioned domains is required.
